Blending fine-grained case studies with overarching theory, this book seeks both to integrate Southeast Asia into world history and to rethink much of Eurasia's premodern past. It argues that Southeast Asia, Europe, Japan, China, and South Asia all embodied idiosyncratic versions of a Eurasian-wide pattern whereby local isolates cohered to form ever larger, more stable, more complex political and cultural systems. With accelerating force, climatic, commercial, and military stimuli joined to produce patterns of linear-cum-cyclic construction that became remarkably synchronized even between regions that had no contact with one another. Yet this study also distinguishes between two zones of integration, one where indigenous groups remained in control and a second where agency gravitated to external conquest elites. Here, then, is a fundamentally original view of Eurasia during a 1,000-year period that speaks to both historians of individual regions and those interested in global trends.

The position of the Persian Gulf as the main highway between East and West has long given this region special significance both within the Middle East and in global affairs more generally. This book examines the history of international relations in the Gulf since the 1820s as great powers such as Britain and the US, and regional powers such as Iran and Iraq, vied for supremacy over this geopolitically vital region. It focuses on the struggle for control over the islands of the Gulf, in particular the three islands of Abu Musa, Greater Tunb and Lesser Tunb – an issue that remains highly contentious today. It describes how for 170 years Britain eroded Iranian influence in the Gulf, both directly by asserting colonial rule over Iranian islands and port districts, and also through claiming Iranian islands for their protégés on the Arab littoral. It shows how, after Britain's withdrawal, these islands became a pawn in the animosity and conflict that pitted, at one time, Arab radicals and nationalists against monarchical Iran, and, later, the conservative-moderate Arab camp against Islamic Iran. It goes on to explore the impact of the rise of American power in the Gulf since the start of the 1990s, its policy of containment of Iran and Iraq, and how this has provided encouragement to the ambitions of the Persian Gulf Arab littoral states, especially the UAE, towards the islands of the Gulf.

This book explores the development of mental health systems in the Pacific Island Countries (PICs) of Samoa and Tonga through an examination of several policy transfer events from the colonial to the contemporary. Beginning in the 1990s, mental health became an area of global policy concern as reflected in concerted international organisation and bilateral aid and development agendas, most notably those of the World Bank, World Health Organization, and the governments of Australia and New Zealand. This book highlights how Tonga and Samoa both reformed their respective mental health systems during these years, after relatively long periods of stagnation. Using recent scholarship concerning public policy transfer, this book explains these policy outcomes and expands it to include consideration of the historical institutional dimensions evidenced by contemporary mental health systems. This book considers three distinct levels of policy implicated in mental health system transfer processes from developed to developing nations: colonial authority and influence; decolonisation processes; and the global development agenda surrounding health systems. In the process, the author argues that there are in fact three levels of policy change that must be accounted for in examining contemporary policy change. These policy levels include formal policy transfers, which tend to be prescriptive, involving professional problem construction and the designation of appropriate state apparatus for curative or custodial care provision; quasi-formal transfers, which tend to be aspirational and involve policy instruments developed through collaborative, participatory processes; and informal transfers that tend to be normative and include practices by professional actors in delivering service merged with traditional cultural beliefs as to disease aetiology as well as reflecting a deep understanding of the cultural context within which the services will be delivered. This book argues that a renewed focus on the importance of public policy and government institutional capacity is necessary to ensure human rights and justice are secured.
