Focusing on the region of today's Uzbekistan and Turkmenistan, this book highlights the continuities in discourse and policies beyond the historical divide of 1917. One of the central topoi was the transformation of 'dead' lands into 'blossoming oases'. High modernism policies hit their peak in the post-war decades. From the 1970s, an ecological critique evolved which gained momentum in the Perestroika period. Ultimately, the grave ecological, economic and social consequences of the growth-fixated modernization contributed to the downfall of the Communist regime.

This book presents the results of the Interdisciplinary Research Group "Society – Water – Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities. It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.

Water is an irreplaceable and transient resource, which crosses political boundaries in the form of rivers, lakes, and groundwater aquifers. The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in-depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. Central Asia is the cluster of countries located in the basin of the "Great Aral Sea". The Aral Sea Basin has always been a subject of interest to outside powers as a target of travel or political blame. At present the Aral Sea Basin is shared by independent states with different interests but at the same time in need of close collaboration for their survival. Much has been written about this region but few writers have discovered the deeper roots of the historical transformations that have caused the present situation of environmental degradation. The extremely arid character of the region is a cause of very sensitive natural and social conditions; a very fragile balance that is easily disturbed by any important impact from the outside or innovations from the inside. Only a thorough analysis of both the positive ambitions of the region and their possible negative consequences can provide the necessary understanding of why important development initiatives of the recent past have always produced the negative consequences as they did.
