Under Professional Services Agreement dated 16 August 1972, the City of Miami Beach employed the firm of Greenleaf/Telesca, Planners, Engineers, Architects Inc. to prepare a feasibility study and master plan for a marine complex to be located on the east shore of Meloy Channel south of the MacArthur Causeway. Personnel of the Rosenstiel School of Marine and Atmospheric Sciences of the University of Miami under the direction of this author participated in the study and prepared a portion of the report. As a result of the preliminary work it became evident that the configuration of the marina as proposed might change the hydraulic characteristics of Meloy Channel sufficiently to cause major changes in the exchange between north Biscayne Bay and the Atlantic Ocean via Government Cut.
