Measurement and Verification (M & V) can provide a common tool for standardization to support performance-based contracting, financing, and emissions trading. M & V can ensure that savings and generation requirements in energy projects will be achieved accurately and objectively. The protocol defines procedures that are consistently applicable to similar projects, internationally accepted, and reliable.
