This book analyzes how the increase in migration from other Latin American countries to countries of the American Southern Cone such as Brazil, Argentina and Chile has generated a crisis fueled by the emergence of hate discourses towards migrant populations. While extracontinental migration to Europe, North America and elsewhere has waned over the last decades, migration between Latin American countries has increased dramatically as a product of the differential development of the region's economies, violence, and political turmoil. This book sets out to explain the effects of these trends by analyzing statistical data, official documents and ethnographic material gathered over a long period of research carried out throughout South America. The volume is divided in two parts. In the first part, it presents a theoretical contribution, synthesizing particularities of intraregional migration in Latin America, as well as the emergence of hate discourses towards migrant populations, developing approaches oriented towards a critical gender perspective. It also underlines important contributions that Latin American migration studies can make to current debates about migration across the globe. At the end of the 20th century nearly all developed nations have become countries of immigration, absorbing growing numbers of immigrants not only from developed regions, byt increasingly from developing nations of the Third World. Although international migration has come to play a central role in the social, economic, and demographic dynamics of both immigrant-sending and immigrant-receiving countries, social scientist have been slow to construct a comprehensive theory to explain it. Efforts at theoretical explanation have been fragmented by disciplinary, geographic, and methodological boudaries. Worlds in Motion seeks to overcome these schisms to create a comprehensive theory of international migration for the next century. After explicating the various propositions and hypotheses of current theories, and identifying area of complementarity and conflict, the authors review empirical research emanting from each of the world's principal international migration systems: North America, Western Europe, the Gulf, Asia and the Pacific, and the Southern Cone of South America. Using data from the 1980s, levels and patterns of migration within each system are described to define their structure and organization. Specific studies are then comprehensively surveyed to evaluate the fundamental propositions of neoclassical economics, the new economics of labour migration, segmented labour market theory, world systems theory, social capital theory, and the theory of cumulative causation. The various theories are also tested by applying them to the relationship between international migration and economic development. Although certain theories seem to function more effectively in certain systems, all contain elements of truth supported by empirical research. The task of the theorist is thus to identify which theories are most effective in accounting for international migration in the world today, and what regional and national circumstances lead to a predominanceof one theoretical mechanism over another. The book concludes by offering an empirically-grounded theoretical synthesis to serve as a guide for researchers and policy-makers in the 21st century.

The migration of Europeans to the New World at the end of the nineteenth century has been documented by numerous historians. Few, however, have addressed the second migration which occurred between the countries of the Western Hemisphere, especially that which took place between Brazil and Argentina. This thesis uses primary and secondary sources, including diplomatic reports, government records and newspaper articles, to define the magnitude of the migration and shows that, between 1880 and 1914, a substantially larger number of people left Brazil for Argentina than left Argentina for Brazil. This thesis also offers a number of explanations for the phenomenon described above, including a difference in economic opportunities and possibilities for social mobility between the two countries. After providing background information on the immigration of Europeans to the Southern Cone during the period in question, this thesis examines key events including emancipation, political changes, labor organization and war and explains their impact on migration within the region. The differing colonial foundations of the two countries is also presented as playing a critical role in the development of elite attitudes toward free labor. In conclusion, a variety of factors allowed for increased social mobility, or at least the perception of social mobility, in Argentina, which is reflected in the magnitude of new immigrants who moved from Brazil across the Rio de la Plata in search of a better life.
