This report documents the evaluation findings of the project “Strengthening community resilience to climate change in Blantyre, Zomba, Neno and Phalombe districts" - GCP/MLW/067/EC. The project created awareness to the effects of climate change, empowering community members with knowledge and skills on how to apply gender-responsive climate–sensitive practices for increased agricultural production. The communities adopted conservation and safeguarding biodiversity actions to address negative effects caused by floods, heavy winds and prolonged droughts. Some of the key transformational strategies introduced by the project towards anticipating and responding to the effects of climate hazards and shocks include managing and conserving soil, land, water, agro –forestry, and improving child care and overall food and nutrition security. A climate-sensitive and enriched farmer field school curriculum to guide training and sensitization of communities, a pool of trained facilitators, and village savings loan and livestock pass–on schemes are some of the elements to support absorption and adsorption capacity and sustain the benefits.

Energy and Environmental Law and Policy Series #39 While the European Economic Community has evolved through the decades into the legal entity of the European Union, the substantive law contained in the 1957 Euratom Treaty has never been amended. Recurring legal discussions of the treaty’s potentially obsolete nature give rise to this much-needed handbook, which provides systematic analysis and evaluation of the competences conferred under the Euratom Treaty. Chile has a native forest that constitutes 18 percent of its continental surface area and over 60 million hectares of protected areas. The country is considered a global hotspot of conservation priority due to its endemism and a high degree of habitat loss. The loss of ecosystems could increase if economic development does not progressively adopt sustainability standards that create less of an impact on biodiversity. From August 2015 to May 2020, FAO implemented the project in order "to develop and implement an integrated monitoring and assessment system on carbon stocks and biodiversity in forest ecosystems (SIMEF) supporting the National Greenhouse Gases Inventory (INGEI) and the design of policies, regulations and SFM practices incorporating the REDD+ Programme and biodiversity conservation in forest ecosystems". The project established sound foundations that improve the monitoring of the conditions of forest ecosystems and, consequently, more robust information is generated and with greater frequency. It is worth highlighting the creation of an interinstitutional structure that will support the continuity of the SIMEF and the creation of a digital platform with five tools. The SIMEF is, at present, a regular programme of the Chilean State with a governance system and with a permanent annual budget. Given this, the sustainability of the achievements made in the project can be maintained and strengthened. However, a low level of appropriation of the system at local level was identified, which could affect its sustainability.

In response to the Global Financial Crisis, the IMF launched many initiatives to strengthen financial surveillance and better advise member countries of vulnerabilities and risks. While these initiatives have not yet been tested by a major crisis, the efforts have delivered a substantial upgrade of the Fund’s financial surveillance, including giving the IMF clearer responsibilities over financial sector stability and cross-country spillovers; making periodic financial stability assessments mandatory for jurisdictions with systemically important financial sectors; invigorating efforts to integrate financial and macroeconomic analysis in bilateral and multilateral surveillance; enhancing cooperation with the Financial Stability Board and standard setting bodies to promote reforms and monitor agreed standards; and taking steps to recruit and train greater financial expertise. While recognizing these achievements, this evaluation finds that the quality and impact of the IMF’s financial surveillance has been uneven. The expansion of products and activities has presented the Fund with difficult trade-offs between bilateral and multilateral surveillance; between countries with systemically important financial sectors and other member countries; and between financial surveillance and other activities. Moreover, resource constraints have slowed the needed build-up of financial and macrofinancial expertise. These are critical issues, given the IMF’s position as the only international financial institution with the mandate and ability to conduct financial and macrofinancial surveillance over the full range of countries as well as the global economy, and given that these issues are at the core of the IMF’s responsibilities. Thus, to further strengthen financial surveillance, the evaluation recommends devoting greater resources to financial surveillance overall; further strengthening financial and macrofinancial analysis in Article IV surveillance; refining resource allocation for FSAPs; enhancing rigor and transparency in multilateral surveillance; intensifying efforts to be a global center of excellence on financial and macrofinancial research; and extending efforts to develop financial expertise among IMF staff.

Visions and Revisions of Europe offers a multidisciplinary debate on the various political, social, and cultural issues that are at the heart of contemporary European discourse, with a focus on the relations between the so-called “New” and “Old” Europe. "The impact of science and technology on world affairs is shaped by politics, economics, business, ethics, law, psychology, and culture. This nexus is a neglected aspect of international affairs. It cuts across and unites diverse issues critical to human survival: climate change, global health, nuclear weapons, Internet governance, cybersecurity, jobs, competitiveness, poverty, hunger, and the management of new technologies like autonomous weapons, hypersonic missiles, geoengineering, and gene drivers. “The Transformation of Capacity in International Development” exposes the transformation of capacity within the development discourse through a discursive analysis of USAID projects in Afghanistan and Pakistan between 1977 and 2017. Capacity development has emerged as a pervasive component and objective of aid, in spite of being ill-defined by donors. USAID is a significant actor with an unrivaled role in the production of projects, providing a unique institutional vantage point from which to realize relationships and networks of aid production. As development agendas increasingly call for human rights approaches to development and the foreign policies of donor states sound alarms over global security threats, capacity development has emerged as the solution to the complex problem of development. Through this examination of USAID’s attempts to build capacity in Afghanistan and Pakistan, the book exposes how Western notions of progress, constructed by institutions, government officials, scholars and private sector actors, are obscured by the transformation of capacity. As agendas are translated into projects, they perpetuate historical relationships of global inequality that have corrupted and compete with indigenous models of governance. “The Transformation of Capacity in International Development” has implications for those considering the future of human rights-based approaches to development, the international management of global security threats and the sustainability of donor investments.
