The coordination of decision making has always been an important topic for politicians, business people, and scientists alike. The experiment in the Soviet Union and Eastern Europe to build a centrally planned economy provides an excellent example to study the possibilities and limitations of planned coordination. In this study, the author focuses on the interaction between several actors in a centrally planned economy, stressing the dominant position of the planner. The introduction of a market economy in the countries of Central and Eastern Europe required an enormous legislative effort, in order to create the regulatory framework for a vast array of new economic activities.
