Our buildings are ageing, posing an urgent need for renovation to achieve multidimensional European and international goals. Integrated renovation of buildings provides a unique opportunity to create a safe, sustainable and inclusive built environment, as it lies at the nexus between European policies on disaster resilience, energy efficiency, circularity and social cohesion. The pilot project 'Integrated techniques for the seismic strengthening and energy efficiency of existing buildings' promotes this holistic view of renovation, provides scientific support to building renovation policies in the EU and encourages their further development. This science-for-policy report summarises the main outcomes of the pilot project. Existing seismic, energy and combined/ integrated renovation technologies were reviewed. A simplified method for assessing the benefit of combined renovation was proposed and applied to representative buildings. An integrated framework was developed for regional impact analysis. Seismic risk, energy performance and socioeconomic aspects were assessed throughout Europe to identify priority regions and investigate renovation scenarios. Integrated renovation can save lives, energy and investments while reducing the environmental burden. Policy makers, EU, national and regional authorities together with practitioners and the public are the beneficiaries of this project.

The principle of sustainability should be strictly connected with safety, since both aim to conserve resources: in the case of sustainability, the resources are typically thought of as environmental, while in the case of safety, the resources are basically human. In spite of this common ground, discussions on sustainability usually give insufficient attention to safety. In the last years the EU has made large investments to increase the energy efficiency of the existing building stock, paving the way for a low-carbon future; however, less effort has been made to enhance its seismic resilience. Therefore, the safety and, consequently, the sustainability of towns situated in earthquake-prone countries remain inadequate. In such countries, energy renovation actions should be combined with seismic retrofitting. However, a number of barriers considerably limit the real possibility of extensively undertaking combined retrofit actions, especially for multi-owner housing and high-rise buildings. These barriers are of different kinds: technical (e.g., unfeasibility and/or ineffectiveness of conventional retrofit solutions), financial (e.g., high renovation costs, insufficient incentives/subsidies), organizational (e.g., occupants’ disruption and relocation, renovation consensus by condominium ownerships), and cultural/social (insufficient information and skills, lack of adequate policy measures for promoting renovation actions). This book aims to overcome these barriers and to bridge the gap between sustainability and safety, so to conserve both human and environmental resources.

The urgent need to speed up the renovation of the European built environment, making it more energy-efficient and less carbon intensive over its entire life cycle, is a key-priority in the EU to mark a turning-point towards the green transition by 2050. Hence, the effort to consider an integrated approach for making existing buildings simultaneously safe and sustainable is of paramount importance. In this framework, the pilot project 'Integrated techniques for the seismic strengthening and energy efficiency of existing buildings' or REEBUILD aims to define retrofit solutions able to achieve the reduction of seismic vulnerability and the increase of energy efficiency of the EU existing building stock, at the same time and in the least invasive way. This technical report presents the study carried out within the Action 3 'Methodologies for assessing the combined effect of upgrading' of REEBUILD project, introducing a simplified integrated method for the assessment of the combined seismic and energy retrofit of existing buildings, along with their environmental performance, in a life-cycle perspective by achieving a global assessment result in economic terms. The development of a user-friendly method to assess the potential improvements achieved in a combined renovation project is essential to ease and speed up the knowledge of benefits that different stakeholders e.g. owners, industry, policy makers, etc., can gain by combining seismic safety and energy efficiency retrofit technologies, thus overcoming renovation barriers, such as intervention cost, execution time, inhabitants' relocation, institutional and administrative issues. A review of the existing methodologies for the seismic and energy retrofit assessment of existing buildings is first carried out, serving as a state-of-the-art for proposing the simplified combined assessment method. Specifically, two key-streams of available methods and tools are investigated: (i) sector-specific methods, focusing on methods and tools devoted to the independent assessment of either seismic or environmental/energy performance of buildings, and (ii) multi-performance methods, including sustainability assessment methods and tools, mainly focused on qualitative procedures (i.e. sustainability rating systems based on indicators of different weight), and integrated methodologies developed in the last years to provide a quantitative holistic life cycle-based assessment. Within the latter category of the analysed existing assessment methods, the Sustainable Structural Design (SDD) methodology, developed in the framework of the SAFESUST (SAFEty and SUSTainability) approach results particularly noteworthy. Hence, it is considered as point of reference to introduce a simplified combined assessment method, consisting of four main steps, namely (i) input information, (ii) selection of techniques, (iii) integrated retrofit design and evaluation, and (iv) optimised solutions. Finally, four case studies referring to EU representative residential and non-residential building typologies needing combined seismic and energy retrofit are identified in order to apply both the selected standard (i.e. SSD methodology) and the proposed simplified combined assessment method.
