Esta dimensión, revisa las funciones de control que ejercen las autoridades competentes sobre los empresarios del sector alimentario (ESA) - ya sea a nivel nacional, de importación o de exportación - para garantizar la seguridad y la calidad de los alimentos para los consumidores nacionales a lo largo de la cadena alimentaria y las prácticas de comercio justo. También mapea las funciones y los mecanismos de control necesarios a nivel de los suministros de los alimentos, para identificar, monitorear, predecir y manejar los peligros de inocuidad alimentaria y los riesgos emergentes, y para hacer frente a emergencias alimentarias.
