Excerpt from The Organization and Administration of a State's Institutions of Higher Education It is needful, to-day in America, to pause at the outset of any serious discussion either of organization or administration, by a man who does not share the prevalent notion that organization and administration mean the same thing, to explain the very ideas to be invoked by the words. It is the confusion of those ideas, and not "education" that is really "the great American superstition." The misconception is manifested in almost every social or political movement. The desire to "do things" is seldom directed by knowledge of the importance of accomplishing them through proper agencies. Or, only some nearest relation or particular consequence of a measure is regarded, and its distant connections or permanent tendencies are ignored. Associated with the main misconception, in educational affairs, has been the notion that "executive ability" is a thing apart from and independent of masterful knowledge of the business in hand. Also, because financiering combinations have been successfully administered without being truly organized, it has been supposed that universities (and school systems) could be prospered in like manner. In this error it has been forgotten that a dividend was the simple object and criterion of success in the financiering combination; whereas a university should be a true organism, not a mere combination, and its parts can healthfully subsist only in an atmosphere of confidence and fellowship and through spontaneous mutual service. Excerpt from Educational Administration: Two Lectures Delivered Before the University of Birmingham in February, 1921 By this we shall see why English education is dealt with by the authorities central and local, and not by independent commissioners or philosophically constructed bureaux as in America or on the Continent of Europe. It is almost incredible that ninety years ago there were in England neither central nor local public education authorities, unless we reckon the governors of endowed schools and the governing bodies of the universities and colleges. In 1830 there were in existence a number of educational trusts, many of which were greatly neglected or abused: by 1837, the total number of these reported upon by Lord Brougham's Commission was 28,840, of an aggregate capital value of about a million and a quarter pounds. The only controlling authority over these trusts was the Court of Chancery, which was a byword for procrastination. There were no parliamentary or other public grants for education, and no official body, except the Treasury, to receive them if they should be made. First as to the Central Authority. In 1833, the year after the Reform Bill, the first grant, which amounted to 30,000 'for the purposes of education', was made by the House of Commons. It was stoutly opposed in the House by William Cobbett and Joseph Hume, two prominent Radicals of the day, but was carried by 76 votes to 52. By the Appropriation Act it was paid to the Treasury 'for the erection of school houses in Great Britain', and by the Treasury was handed over to the two large voluntary societies founded in 1811 and 1808, the National Society and the British and Foreign School Society. Excerpt from The President's Report: Administration Gentlemen: In presenting herewith the first Decennial Report of the University, it is perhaps necessary to recall the various dates from which calculation has been made. The first gift for the University of Chicago was announced in Boston, May 30, 1889, and at that time a resolution was passed to undertake the establishment of a college in Chicago. The Board of Trustees was duly appointed in June, 1890, and held its first meeting for organization July 9, 1890. The first officers of instruction began work July 1, 1891. It was decided by the Trustees, in connection with the Quin quennial Celebration in 1896, to regard July 1, 1891, as the actual date of the begin ning of the work of'the University. The doors of the institution were opened for students October 1, 1892. The present Report covers the preliminary year 1891 - 92 and ten years of actual work closing July 1, 1902. It has been thought wise to regard the celebration of the Decennial of the University as covering the entire period of the year 1901 - 2. Exercises were held during the first week of July, and during the year the members of the various Departments, in celebration of the event, have contributed papers which are published in the volumes accompanying this Report. In placing before you the Reports Of the various Administrative Officers of the University (vol. I), the Catalogue of books, articles, and reviews published during these years (vol. II), the contributions of the various Departments of the University (vols. III - X), together with the Second Series of more elaborate contributions (vols. I - XVII), and the General Register of students and alumni, I desire to call attention to certain general matters which are not included in the special Reports, to make comment on these facts, and to formulate such suggestions as appear to be warranted by the experience of this first decade. In my comments and suggestions I have assumed the privilege of speaking frankly and plainly. It has seemed to me that a Report which was not thus candid and direct would not be worthy of the institution represented.
