The overall goal of the Collaborative Program on ‘Investments in Agricultural Water Management in Sub-Saharan Africa’ is to contribute to broad-based sustainable poverty reduction and smallholder agricultural growth. The component on ‘Poverty considerations in investments in agricultural water management’ focuses in more detail on poverty and gender dimensions. It consists of two parts. The first part is thematic and elaborates poverty and gender issues emerging from the literature that complement the other components of the Collaborative Program. Part two is empirical. Acknowledging the lack of empirical data on poverty impacts of investments in agricultural water management, the Collaborative Program initiated case studies throughout Sub-Saharan Africa. Eight case studies on ‘Agricultural Water Development for Poverty Reduction in Eastern and Southern Africa’, for which the field research was conducted in 2003/2004, were supported by IFAD (Peacock,2005). Further, the African Development Bank supported three case studies in West Africa in 2004, two by Kamara et al. (2004), and one by Babatunde Omilola (2005). Part two synthesizes the empirical findings of these case studies.

Increasing the area under irrigation and the widespread adoption of seed-fertilizer technology were the major factors that contributed to enhanced rice production in Sri Lanka, enabling the country to achieve self-sufficiency in rice. In recent years, there has been a shift in emphasis from expanding the irrigated land base to enhancing the productivity of irrigated land through diversification of agriculture and improvement of rice production, with better water management in irrigation schemes. A growing body of evidence on the impacts of irrigation management transfer (IMT) shows that IMT risks aggravating rural poverty. For governments that aim to continue irrigation management while ensuring that it contributes to poverty alleviation, a "pro-poor" mode of IMT needs to be designed and implemented. That is, a mode of IMT that benefits poor farmers while benefiting non-poor farmers equally, or perhaps to a lesser degree. The present research explores the scope for pro-poor modes of IMT in canal irrigation, focusing on large-scale canal irrigation schemes in India.

This book reviews and analyzes emerging challenges in water policy, governance and institutions in India. Recent times have seen the contours of water policy shaped by new discourses and narratives; there has been a pluralization of the state and a changing balance of power among the actors who influence the formulation of water policy. Discourses on gender mainstreaming and Integrated Water Resource Management (IWRM) are influential, though they have often remained rhetorical and difficult to put into practice. Debate over property rights reform and inter-linking of rivers has been polarized. At the same time, there has been a rising disenchantment with policy initiatives in participatory irrigation management, cleaning up of water bodies and pollution control. Fast depletion of groundwater resources and the importance of adopting new irrigation methods are getting increased focus in the recent policy dialogue. The contributors review current debate on these and other subjects shaping the governance of water resources, and take stock of new policy developments. The book examines the experience of policy implementation, and shows where important weaknesses still lie. The authors present a roadmap for the future, and discuss the potential of alternative approaches for tackling emerging challenges. A case is made for greater emphasis on a discursive analysis of water policy, to examine underlying policy processes. The contributors observe that the ongoing democratization of water governance, coupled with the multiplication of stresses on water, will create a more visible demand for platforms for negotiation, conflict resolution and dialogue across different categories of users and uses. Finally, the authors propose that future research should challenge implicit biases in water resources planning and address imbalances in the allocation of water from the perspectives of both equity and sustainability.

This paper attempts to understand gender issues in micro-irrigation technology by exploring the dynamics of gender, water and rural livelihoods. Based on an empirical study in the rural areas ofWest Nepal undertaken in 2003, the paper assesses the socioeconomic impact of drip-irrigation systems on men and womens lives. A combination of participatory research tools, participant observationand secondary sources were used to generate data. The study revealed that women extensively contributed to vegetable farming under the drip-irrigation systems. The total time (mean hours) spent by women in vegetable production is significantly higher than those spent by their male counterparts. The benefit cost analysis of vegetable farming has shown overall viability in terms of net present value, benefit cost ratio, internal rate of return and payback period. Based on the study findings, thepaper suggests that similar technological interventions could be considered in places of similar socioeconomic and biophysical characteristics to help empower rural women. Finally, the paper raisessome significant questions in relation to rural livelihoods and womens entitlements.
