À partir des procès-verbaux des réunions, l’auteur analyse les trois principaux problèmes juridiques et financiers qui se sont posés aux promoteurs de ce projet : – À qui confier la réalisation de cette entreprise, et de quelle manière on s’achemina vers la solution du système mixte entre l’État et l’industrie privée ? – La participation de l’État sur le plan financier et les conditions imposées aux sociétés concessionnaires en contrepartie. – Le problème des expropriations et la réforme de la loi du 7 juillet 1883. Qu’il s’agisse en effet de construire un réseau de voies ferrées ou d’autoroutes, force est bien de convenir qu’à cent trente ans d’intervalle, les problèmes se posent de façon quasiment analogue et que les solutions préconisées sont pratiquement les mêmes.
