AeroVironment Inc. conducted a Phase II, Stage 3 IRP Survey at Mather AFB in Sacramento, California. The objective of this survey was to confirm and quantify the presence and extent of contamination at the 7100 Disposal Area, Air Command and Warning (ACW) Area Disposal Site, West Ditch and in the Northeast Perimeter of the base. These sites had been invesigated in 1985 during a Phase II, Stage I Survey and additional work recommended for all four. During Stage 3, thirty-five groundwater monitoring wells were installed, using standard mud rotary techniques. Seventeen were drilled into the water table aquifer and 18 into the confined aquifer. Two rounds of groundwater samples were collected from 35 Stage 3 wells, 1 Stage 2 well, and 8 Stage 1 wells. One round of samples was collected from base production wells. A geophysical survey and a soil gas survey were also conducted at the ACW and 7100 sites.

Three sites were investigated at Elelson AFB during the Phse II, Stage 2 field evaluation of the IRP. The sites were the sewage treatment plant spill ponds and treated effluent leaching ponds (Site 32) and two base landfills (Sites 2 and 1). A geophysical survey was performed in the vicinity of the sludge treatment plant to help define areas of high electromagnetic conductivity (i.e., potential contamination) and aid in the placement of monitor wells. Eight monitor wells were installed during Stage 2. Ground water samples from Stage 1 and Stage 2 wells were analyzed for purgeable lead, arsenic, cadmium, chromium, mercury and silver. Soil samples from the vicinity of one of the landfills (Site 1) were tested for the presence of pesticides. Trace quantities of purgeable halocarbons and petroleum hydrocarbons were detected in the wells from all three sites. Drinking water standards for total trihalomethanes were not exceeded for any of these samples. Arsenic and cadmium were detected in wells at concentrations were elevated in the vicinity of the sewage treatment plant. Only one well, in close proximity to the sewage sludge drying beds, was found to have nitrate, nitrite concentrations above the Primary Drinking Water Standard. A well downgradient from this site had nitrate, nitrite levels below the same standard. Soils at Site 1 contain trace quantities of DDE, DDD, and DDT. No pesticides were detected in groundwater from the monitor well at this site.

Ecology and Environment, Inc., was retained by the USAFOEHL/TS to provide technical and analytical services in support of the Air Force Installation Restoration Program (IRP). These services were applied to the Phase II, stage 1, investigation at Air Force Plant 3, Tulsa Oklahoma. The investigation included records searches, geophysical studies, and sampling of surface and subsurface soils and groundwater. Samples were analyzed for various parameters including volatile organics, oil and grease, TOX, TOC, phenols, PCBs, and titanium. Results of the investigation indicated that past waste handling and disposal practices had caused various degrees of soil and groundwater contamination at six of the seven sites. Follow-up (Stages 2) work has been recommended at five sites to better define the extent of contamination. One site was judged to require no follow-up action, and one site is recommended for Phase IV (remedial action) work.

A Phase II, Stage I site investigation has been performed at the USAF Plant No. 59 (AFP 59) in Johnson City, New York. AFP 59 is located in an industrial area adjacent to the Susquehanna River. The site overlies the Clinton Street-Ballpark Valley aquifer which consists of glacial valley fill sediments of clay, silt, sand and gravel. This aquifer is a major source of groundwater in the area and has been designated a sole source aquifer. As part of the field investigation a total of three shallow monitoring wells were installed to depths of 26-29 feet. Three shallow test borings (10 feet) were also drilled near the plating operations. Fifteen (15) subsurface soil samples plus QA/QC samples were submitted for laboratory analysis. The solid samples showed trace levels of EP Toxicity metals which were below EP Toxicity maximum contaminant levels. Groundwater samples were collected from the 3 wells installed during the investigation and from one production well at the site. Two metals (cadmium and lead) and two organics (trichloroethane and trans-1,2-dichloroethene) were detected in samples at levels equal to or in excess of current relevant criteria, standards or guidance values. Analytical results indicate some correlation with chemicals reportedly stored and used in industrial processes at AFP 59 in the past. The distribution of similar contaminants in groundwater and soil were inconsistent throughout the site. A major receptor near AFP 59 is the impact this contamination may have on municipal water supply wells within 1000 feet southwest of the site. (aw).

Contamination was suspected at the sites as a result of past spills, leaks, or waste disposal practices. A field investigation program was conducted, consisting of soil boring and sampling, groundwater sampling, and chemical analysis of environmental samples (water and soils) for suspected contaminants. No significant contaminants were found at 17 of the sites. Fuel contamination (petroleum hydrocarbons or oil & grease) was detected at 5 sites, 3 of which also had volatile organics present. Remedial action was recommended for 2 sites because of the location and amount of contaminants detected.

(WESTON) has been retained by the United States Air Force Occupational and Environmental Health Laboratory (USAFOEHL) to provide general engineering, hydrogeological, and analytical services. USAFOEHL assisted in analysis and remediation of a JP-4 spill that had occurred at the base. McGAFB has identified the source of the spilled fuel as the lines associated with the now inactive railroad off-loading facility (see Figure ES-1). The leak was effectively stopped by permanently disconnecting these lines from the fuel system. Therefore, the following Technical Scope of Work deals only with the second and third aspects of a fuel spill evaluation. USAFOEHL issued Task Order 3 of this contract dated 20 July 1984 authorizing WESTON to perform an investigation at the base Bulk Fuel Storage Area.
