The ITME2014 covers a wide range of topics such as network protocols, information theory and coding theory, network security, management theory, project management, public management, knowledge management etc. It is a great honor to us that numerous people from various countries, including many famous experts and excellent researchers, have shown their interest in this convention and submitted their latest studies to us as their support. Among these studies, we have selected about a hundred to be finally included in this proceeding after reviewing and discussing. We believe that this collection of work will be of great value not only to the participants of ITME2014, but also to those who has a chance of meeting it. The publication of this conference proceedings and the successful opening of ITME2014 owe its credit to a lot of people and institutions, especially the ITME2014 committee, the editors and DEStech Publications. The committee has devoted much time to reviewing the papers submitted to ITME2014, and DEStech Publications publishing those accepted papers. "Measured by the Gini coefficient, income inequality in Brazil rose from 0.57 in 1981 to 0.63 in 1989, before falling back to 0.56 in 2004. This latest figure would lower Brazil's world inequality rank from 2nd (in 1989) to 10th (in 2004). Poverty incidence also followed an inverted U-curve over the past quarter century, rising from 0.30 in 1981 to 0.33 in 1993, before falling to 0.22 in 2004. Using standard decomposition techniques, this paper presents a preliminary investigation of the determinants of Brazil's distributional reversal over this period. The rise in inequality in the 1980s appears to have been driven by increases in the educational attainment of the population in a context of convex returns, and by high and accelerating inflation. While the secular decline in inequality, which began in 1993, is associated with declining inflation, it also appears to have been driven by four structural and policy changes which have so far not attracted sufficient attention in the literature, namely sharp declines in the returns to education; pronounced rural-urban convergence; increases in social assistance transfers targeted to the poor; and a possible decline in racial inequality. Although poverty dynamics since the Real Plan of 1994 have been driven primarily by economic growth, the decline in inequality has also made a substantial contribution to poverty reduction. Benjamin Bederson contributed to the world of physics in many areas: in atomic physics, where he achieved renown by his scattering and polarizability experiments, as the Editor-in-Chief for the American Physical Society, where he saw the introduction of electronic publishing and a remarkable growth of the APS journals, with ever increasing world-wide contributions to these highly esteemed journals, and as the originator of a number of international physics conferences in the fields of atomic and collision physics, which are continuing to this day. Bederson was also a great teacher and university administrator. The first part of this volume of Advances in Atomic, Molecular, and Optical Physics (AAMOP), entitled Benjamin Bederson: Works, Comments and Legacies, contains articles written from a personal perspective. His days at Los Alamos during World War II, working on the A bomb, are recounted by V. Fitch. H. Walther writes on the time when both were editors of AAMOP. H. Lustig, E. Merzbacher and B. Crasemann, with whom Bederson had a long-term association at the American Physical Society, contribute their experiences, one of them in the style of a poem. C.D. Rice recalls his days when he was Dean of the Faculty of Arts and Science at NYU, and the education in physics that he received from Bederson, then Dean of the Graduate School. The contribution by R.
