The public's confidence in how public policies are being formatted has been shaken by repeated reports on lobbyist's corruption. In recent years the regulation of lobbying has become a major challenge for modern liberal democracies world-wide. Democracies, relying on trust and support of their citizenry are threatened to loose legitimacy due to professional lobbying. The question this paper examines is in how far lobbying needs to be recognized as an indicator for democratic governance and whether it is measurable as such. At first characteristics and the scope of lobbying shall be defined to provide the necessary framework for further discussion of the topic. Second, when assessing democratic governance empirical measures for indicators are essential components of analysis. Therefore the measurability of lobbying shall be addressed in the second part of the paper. Proposals for power-sharing constitutions remain controversial, as highlighted by current debates in Iraq, Afghanistan, Nepal, and Sudan. This book updates and refines the theory of consociationalism, taking account of the flood of contemporary innovations in power-sharing institutions that have occurred worldwide. The book classifies and compares four types of political institutions: the electoral system, parliamentary or presidential executives, unitary or federal states, and the structure and independence of the mass media. The study tests the potential advantages and disadvantages of each of these institutions for democratic governance. Cross-national time-series data concerning trends in democracy are analyzed for all countries worldwide since the early 1970s. Chapters are enriched by comparing detailed case studies. The mixed-method research design illuminates the underlying causal mechanisms by examining historical developments and processes of institutional change within particular nations and regions. The purpose of this handbook is to help strategic objective teams-those responsible for program management-develop indicators that are useful for management decisions. Although it is primarily directed towards USAID democracy and governance (DG) officers and their partners, it may be of use to others who have similar development programs. Performance monitoring is a necessary and integral part of good program management. It is also related to the 1994 Government Performance and Results Act (the Results Act), the intent of which is to improve Federal program effectiveness and public accountability. To this end, performance information from each operating unit is combined with broader trend information within the Agency's goal areas to report results to the Office of Management and Budget, Congress and the public in compliance with the Results Act. The same basis informs the Agency's budgeting process. Nevertheless, the primary purpose of performance indicators is at the operational level: to assist in making programmatic decisions and learning from past experience. The indicators included in this handbook were developed by four working groups, each responsible for one of the Agency's four democracy objectives: 1) strengthened rule of law and respect for human rights; 2) more genuine and competitive political processes; 3) increased development of politically active civil society; and 4) more accountable and transparent government institutions. The groups included USAID officers, NGO staff members, performance measurement experts, InterAmerican Development Bank and World Bank staff, and others interested in improving monitoring systems for democracy programs. Starting with the democracy-governance portion of the Agency's strategic framework, each working group developed or refined a hierarchy of objectives against which progress can be measured. Then indicators were developed to capture progress in meeting each objective in the framework.

Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. As difficult as it might seem to define governance, it appears to be that much more difficult to measure it. Since the World Bank Institute launched the Worldwide Governance Indicators in the late 1990s, the governance indicators field has flourished and experienced significant advances in terms of methodology, data coverage and quality, and policy relevance. Other major initiatives have added to a momentum that propelled research on governance indicators seen in few other academic fields in the economic and social sciences.
