Publisher: World Bank Publications
ISBN: 9780821356104
Category : Education
Languages : en
Pages : 254
Book Description
Ten years after the 1994 genocidein which an estimated 10 percent of the country's population perishedRwanda's devastated education system is now back on its feet. Classrooms have been repaired and new ones built; teachers who fled the mayhem have been reintegrated into the teaching force; arrears in teacher pay have been cleared up; a Genocide Fund has been created specifically to assist orphans; and, in higher education, the system has been diversified and new arrangements for student finance have been introduced. This success notwithstanding, the task of transforming the rapid recovery into sustained progress over time has only just begun.A priority will be to ensure that all Rwandan children can complete a full course of primary schooling of reasonable quality; and that expansion at the post-primary levels occurs at a pace commensurate with the labor market's capacity to absorb highly educated job seekers. Achieving this will present tough tradeoffs in financing and service delivery, including combining increased funding for primary education with greater reliance on private financing at other levels; sharper targeting of public subsidies for education; and tighter management of classroom processes to improve student flow and student learning throughout the system.'Education in Rwanda' explores the challenges of sustaining educational progress in a fiscally viable fashion as the country makes the transition from post-conflict recovery to long-term development.

Investing in Authoritarian Rule
Author: Anuradha Chakravarty
Publisher: Cambridge University Press
ISBN: 1316033562
Category : Law
Languages : en
Pages :
Book Description
This book shows how Rwanda's transitional courts that tried genocide crimes - the gacaca - produced social complicity and cemented authoritarian rule. It is unique for its in-depth investigation of the courts' legal operations: confessions, denunciation, and lay judging, and shows how targeted incentives such as grants of clemency, opportunities for private gain, and career advancement drew the masses into the orbit of the ethnic minority-dominated regime. Using previously untapped data, it illustrates how a decade of mass trials constructed a tacit patronage-driven relationship in which the interests of the citizenry became tied to the authoritarian elite that had discretionary power to grant or withdraw those benefits at will. The operation of law in individual behavior and authoritarian control presented in this volume will be of use to students and scholars in the social sciences, and practitioners interested in criminal law and transitional justice.

The Violence of Law
Author: Jens Meierhenrich
Publisher: Cambridge University Press
ISBN: 1108675573
Category : Political Science
Languages : en
Pages : 769
Book Description
'Lawfare' describes the systematic use and abuse of legal procedure for political ends. This provocative book examines this insufficiently understood form of warfare in post-genocide Rwanda, where it contributed to the making of dictatorship. Jens Meierhenrich provides a redescription of Rwanda's daring experiment in transitional justice known as inkiko gacaca. By dissecting the temporally and structurally embedded mechanisms and processes by which change agents in post-genocide Rwanda manoeuvred to create modified legal arrangements of things past, Meierhenrich reveals an unexpected jurisprudence of violence. Combining nomothetic and ideographic reasoning, he shows that the deformation of the gacaca courts – and thus the rise of lawfare in post-genocide Rwanda – was not preordained but the outcome of a violently structured contingency. The Violence of Law tells a disturbing tale and will appeal to scholars, advanced students, and practitioners of international and comparative law, African studies and human rights.

Book Description
