While the political leadership of the late Prime Minister Lee Kuan Yew and his People's Action Party (PAP) government were key to Singapore's modernisation, the role of policy implementation was one shouldered by the Singapore Public Service, a story thus far neglected in literature.Inception Point argues that the Singapore Public Service used executive development and training to introduce reforms across the bureaucracy. In so doing, the bureaucracy constantly adjusted itself to help modernise Singapore. In the 40 years between decolonisation in 1959 and 2001, when the training arm of the bureaucracy became a statutory board, training had been used firstly, to socialise the bureaucracy away from its colonial-era organisational culture to prepare it for the tasks of nation-building. Subsequently, civil servants were mobilised into an 'economic general staff' through training and development, to lead the Singapore developmental state in the 1970s and the 1980s. The Public Service for the 21st Century (PS21) reforms in the 1990s was the epitome in harnessing development and training for reforms across the bureaucracy.

The inception of bubbles during forced convection was studied experimentally by using trichlorotrifluoroethane (R-113 or Freon-113). The experiments were performed in a rectangular channel, 12.7 x 9.5 mm in cross section. Heating was from a 3.2 mm wide strip embedded in the longer side of the channel. The pressures studied ranged from 3.6 to 20.7 bar, mass velocities from 700 to 600 kg/sq m/sec, and inlet subcoolings from 26 to 97 C. Photographs of the flow were used to determine when bubbles first appeared on the heated surface. These data were compared with wall temperature measurements and inception theories. A reasonable method for calculating the complete boiling curve was found to agree with these results.

Dam engineering is currently experiencing a strong revival of labyrinth oriented weirs. Labyrinth weirs, with a repetitive constructional character and an increased specific discharge capacity, are a very good technical-economical compromise. The concept of Piano Key Weir (PKW), with alveoli developed in overhangs from a reduced support area, enables the installation of non-linear crests at the top of concrete dams. As a result it eliminates the main drawback of classical labyrinth weirs, and enables their use to rehabilitate numerous existing dams. Since the first implementation of piano key weirs by Electricité de France on Goulours dam (France) in 2006, at least eight PKWs have been built in France, Vietnam and Switzerland. Their operation over a few years has already provided the first prototype data. Other projects are under study, construction or planning in varied countries. On another hand, research programs are under progress all over the world. Following a first edition in 2011, Labyrinth and Piano Key Weirs II – PKW 2013 collects up-to-date contributions from people with various backgrounds, from engineers and researchers to academics.
