This study examines barriers raised in the 1992 study by Illinois Coordinating Committee on Transportation, 1996 and 1998 FOCUS studies and examines what has been done to overcome them. Innovative strategies implemented in other states are provided for consideration in Illinois. In designing a template and recommendations that can be used in rural counties across Illinois, this study examines public and private transportation services in Alexander, Hardin, Johnson, Massac, Pope, Pulaski, and Union counties in Illinois. The obstacles faced in providing transportation in this area are examined in detail, along with attempts by transportation providers and human service agencies to overcome them.
