This interdisciplinary work presents a conceptual framework and brings together constructivist and rationalist accounts of how EU norms are adopted, adapted, resisted or rejected. These chapters provide empirical cases and critical analysis of a rich variety of norm-takers from EU member states, European and non-European states, including the rejection of EU norms in Russia and Africa as well as adaptation of EU practices in Australia and New Zealand. Chapters on China, ASEAN and the Czech Republic demonstrate resistance to EU norm export. This volume probes differences in willingness to adopt or adapt norms between various actors in the recipient state and explores such questions as: How do norm-takers perceive of the EU and its norms? Is there a 'normative fit' between EU norms and the local normative context? Similarly, how do EU norms impact recipients' interests and institutional arrangements? First, the authors map EU norm export strategies and approaches as they affect norm-takers. Second, the chapters recognize that norm adoption, adaption, resistance or rejection is a product of interaction and a relationship in which interdependence, asymmetry and power play a role. Third, we see that domestic circumstances within norm-takers condition the reception of norms. This book's focus on norm-takers highlights the reflexive nature of norm diffusion and that nature has implications for the EU itself as a norm exporter. This report identifies and assesses the role that national law enforcement actors and public prosecutors in the EU member states play in helping prevent the proliferation of weapons of mass destruction (WMD) by stopping the illicit trade in dual-use items. In the 1980s and 1990s, some EU member states discovered cases of illegal trade in sensitive items for use in, for example, the Pakistani nuclear weapon programme. The report discusses how these cases were dealt with in these countries, using a case study model. Acknowledging that dual-use goods are subject to the free movement of goods within the EU, the report emphasizes the importance of coordinating customs and licensing standards among the EU member states to prevent abuse of the EU market for 'licence shopping'. It also presents the argument for the coordination of prosecution and penalties for offenders. In order to show the level of coordination that is required, the report provides an overview of both the international, EU and national legal frameworks for control of the export of dual-use goods.

The vast collections of Egyptian objects on display in Western museums attract millions of visitors every year, and they reinforce a cultural fascination for this ancient civilisation that has been a feature of European intellectual history since Roman times. This book tells the story of how these objects came to be here. The book presents the first in-depth analysis of this market during its golden age in Egypt in the late 19th and early 20th Century. It is primarily based on the archival material of the Danish Egyptologist H. O. Lange (1863-1943) who, during two prolonged stays in Egypt (1899/1900 and 1929/1930), bought objects on behalf of Danish museums. The travel diaries, and the accompanying photographs, are complemented by a wide range of other sources, including contemporary travel guides and various travel memoirs, which together paint an extraordinarily detailed picture of the extensive antiquities trade. The book looks at the laws governing trade and export, both in theory and practice, and the changes over time. The practicalities of the trade are described: its seasons, the networks of supply, the various methods available for acquiring antiquities, and the subsequent routes of transmission of objects, as well as the different types of dealers operating in Egypt. The geographical distribution of dealers is mapped, and the role of the Egyptian state as a dealer is investigated, both through official sale rooms, and as a seller and exporter of more or less complete tomb-chapels. The final part of the book contains a list, with short biographies, of over 250 dealers active in Egypt from the 1880s until the abolishment of the trade in 1983. Most of them are described here in detail for the first time. The book will be of interest to archaeologists, Egyptologists, papyrologists, museum curators, and historians of science, and is a useful starting point for anyone wishing to understand how the great Western collections of Egyptian antiquities were formed.
