The European Union's Common Agricultural Policy (CAP) has sought to ensure a positive and supportive policy framework for farming and, since 2000, to aid the development of rural areas in a sustainable way. For over thirty years, the CAP has undergone successive reforms which have gradually increased its market orientation for agriculture, while providing income support and safety net mechanisms for producers, as well as funding structural and environmental changes. The 2nd Pillar of the CAP, introduced in 2000, progressively acknowledged balanced territorial development and encompassed it under rural development. It addresses competitiveness, integration of environmental concerns (since 2000), quality of life and economic activities in rural areas (since 2007), then social exclusion and rural poverty (since 2014). The 2nd Pillar aims for economic, environmental, and social sustainability realised through agriculture, economic diversity and vitality in rural areas, as well as social inclusion. Bottom-up and participatory approaches have been fundamental to fostering rural development and balanced territorial development. These are most visible in three components of the 2nd Pillar: LEADER, rural networking at EU and national levels, and innovation via innovation brokering and Operational Groups supported by the European Innovation Partnership. The 2nd pillar of the CAP is implemented through 118 Rural Development Programmes (RDPs), at Member State or regional level across the EU-281.
