Para que las bases de la democracia en Colombia sean sólidas existe una serie de elementos que se deben garantizar. La participación ciudadana, por ejemplo, además de ser un derecho fundamental, es importante para la construcción de un estado pluralista en el que todas las personas puedan ejercer el poder público, ya sea directamente o a través de un representante, y tener presencia en las decisiones que afectan al país, sean políticas, económicas, administrativas o culturales. En materia ambiental, la participación ciudadana permite garantizar y ejercer el derecho a disfrutar de un medio ambiente sano; según la Constitución Política de Colombia, las personas tienen el derecho a participar en la toma de decisiones e intervenir en procesos que puedan afectar al ambiente. Sin embargo, son pocos los especios que se han abierto para que los colombianos participen en la toma de decisiones, especialmente en aquellas que tengan que evaluar los impactos y definir las medidas de prevención, mitigación y compensación correspondientes a las actividades ambientales. Este documento pretende presentar y explicar aquellos mecanismos que le permiten a la ciudadanía participar e intervenir en procesos ambientales como la explotación y extracción de minerales e hidrocarburos, con el fin de promover la protección del medio ambiente y decidir sobre su desarrollo, para que exista un balance en la relación de los humanos con la naturaleza y sus recursos.
