Abstract: Impact of layout design on neighborly interaction in public housing estate, Hong Kong ABSTRACT st To embrace 21 century need, people are becoming fast to faster. Not knowing the name of the neighbor is not a unfamiliar even at all. Like e-banking, teleshopping, e-business becoming so popular, some day the term 'e-neighbor' may be popular. Where people live physically very closely in same neighborhood, the use of the term 'e-neighbor' is quite unfortunate. To run parallel with the global e-race, the neighborly interaction in public housing estates is not reversed. Several researches identified the community interaction in public housing estates; Hong Kong is decreased day by day. Hong Kong Housing authority developed living standard, housing program chronologically from 1950's. Similarly, the layout design of the housing estates also improved phase to phase. Layout design negotiates and balances between the programmatic requirement of housing authority and context. How does layout design influence on recreational facilities provided by Hong Kong Housing Authority as well as the people use these? Can communal spaces influence resident to be interacted? I have tried to identify in this dissertation the characteristic of communal spaces especially in out door spaces that influence resident to interact with others. This dissertation also try to find out how resident in public housing estate can react the different type of communal spaces and I have formulated a set of criteria of communal space that impact on resident physically and spatially to interact. About half of total population lives in public housing in Hong Kong. Hong Kong Housing Authority is committed to develop a highly interacted community and social network by improving the layout-design of public housing estates over decades. However, research suggests that the community interaction in housing estates in Hong Kong has been declining day by day. This study focuses on public space focusing on outdoor communal spaces in public housing layouts of different prototypes and periods. Attributes of public spaces, that impact on neighborly interaction within estates in Hong Kong, have been highlighted for investigation here. This monograph sequentially aims to look into the following research questions - How does a layout design influence public spaces and impact on neighborly interaction? What makes a space successful to the people of different groups, ages, and interests? The answers of these questions would help the design-professionals and the city-authorities to shed some light on public spaces in dealing with new and existing housing layouts at the neighborhood level in Hong Kong as well as in the world.

People living in community merely interact with each other and not sustain neighborliness. Social interactions in neighborhood level contribute the feelings of belonging and sense of community which are important factors to build up social capital. According to environment psychology, physical environment is a crucial mechanism to influence social interaction. Then open space as focal point of neighborhood environment may have important effects on neighborly social interaction. The goal of this dissertation is to examine the inter-connection of open space and social interaction and provide better open space planning strategies and design principles to boost neighborly social interaction. Firstly open space's effect in social interaction is identified in theoretical framework. Then current open space planning and social interaction pattern of Hong Kong are reviewed in empirical background. Based on theoretical framework and empirical background, analysis of this study is launched with case studies of two public housing estate. The analysis is divided into two parts. First part is to confirm that open space with good quality could be act as catalyst to boost neighborly social interaction. Second part is to discover appropriate design of open space to stimulate social interaction. Then recommendations are provided, including strategies for establishing comprehensive open space planning and open space design guideline in terms of enhancing social interaction. Abstract: The Hong Kong Housing Authority (HA), the developer of Public Rental Housing (PRH), is the largest developer of housing in Hong Kong. PRH houses about one-third of the population and the scale of each estate development is sizable which would make strong impact on the living environment if they are not planned or managed well. In the coming years, the target annual supply of PRH contributes almost 40% of the new residential units supply in Hong Kong. The construction of these 40% housing units will follow the current sustainable approach. It will have strong impact on our environment if the current sustainable approach is not performing well. In the study, the environmental sustainability performance of the newly constructed PRH is going to be evaluated to investigate the successfulness of the current sustainable approach. Green Urbanism, a concept that arose in 1990s to promote the development of socially and environmentally sustainable city districts which make effort to minimize the use of energy at each stage of the city's or district's lifecycle, is reviewed in the study to provided bas. The environmental sustainability performance on the planning and design of PRH in Hong Kong are evaluated using the principle of green urbanism. The evaluations are divided into 2 parts, zero-emission and zero-waste, which covered different aspects in environmental sustainability. Three newly constructed PRH, Upper Ngau Tau Kok Estate, Sau Mau Ping South Estate and Lam Tin Estate, are selected for the evaluation to investigate the successfulness of the sustainable approach which has been adopted in this decade. These housing estates are selected because of their outstanding sustainable achievements which are the benchmark of the future PRH developments. Based on the results and findings in the evaluation of the environmental sustainability performance of the planning and design of PRH, suggestions are provided for future sustainable public housing developments in order to create a better living environment in Hong Kong.
