The purpose of this survey has been to determine: to what degree is there an "isolation" effect with respect to the police which tends to result in inter-agency under-utilization of existing information; the kinds and types of organizational bases which might exist for formal and informal contact between police and non-police agencies; and the rate, types and kinds of communication (information transfer) which occurs between the police and other public municipal agencies. The study was concentrated in Chicago, Illinois, where interviews were conducted with the officials of the Police Department, Department of Planning and Development, and 18 other city departments, agencies, and offices. Comparative data were collected in Los Angeles, Detroit and New Orleans through interviews with officials in police departments and planning commissions.

Violence in the City of Rockford, Illinois and surrounding cities has made the Rockford Police Department's communication vitally important for shaping the future of the community. The primary objective of this project was to gain a greater understanding of how the local police department utilizes one particular communication channel: social media. While some research examining law enforcement's use of social media exists, this study is unique as it specifically applies Fisher's (1984) narrative paradigm and key concepts related to public relations functions including relationship building. The analysis revealed that the department does utilize some narrative concepts, but could certainly reevaluate their use of social media to enhance their communication with the community.
