Una delle caratteristiche del sistema agroalimentare italiano, che si è andata affermando con evidenza negli ultimi decenni, è la sua complessità. Essa deriva innanzitutto dal forte processo di integrazione che si è sviluppato fra le diverse componenti del sistema, dall'agricoltura, all'industria di trasformazione alimentare, alla grande distribuzione, fino ai nuovi rapporti con il consumo finale e la sicurezza alimentare, ma anche dall'affermarsi di collegamenti sempre più stretti con gli altri paesi, in particolare quelli europei, con aumento notevole degli scambi di beni agricoli e alimentari, che hanno reso la realtà italiana sempre più aperta verso l'esterno. Lo scopo di questo volume è quello di fornire un contributo alle analisi sviluppatesi nel corso degli anni sulla realtà italiana, caratterizzata da profonde eterogeneità, strutturali e territoriali. Ciò è avvenuto attraverso l'indagine di alcuni processi di trasformazione del settore, di fondamentale importanza per l'economia nazionale, per valutarne i punti di forza e di debolezza nel nuovo scenario competitivo internazionale ed europeo. Il fine ultimo è stato quello di contribuire a migliorare il processo decisionale degli operatori nelle singole filiere e nei territori, ma anche di fornire alcuni strumenti ai policy makers, ai differenti livelli, nella definizione di politiche appropriate rispetto ai nuovi scenari istituzionali e di mercato, che stanno sempre più emergendo. I contributi contenuti nel volume sono suddivisi in tre parti: il sistema agroalimentare italiano, il territorio, l'integrazione e la qualità dei beni alimentari; i cambiamenti nei mercati alimentari; l'impatto delle politiche comunitarie.

This book assesses the Statute for a European Cooperative Society (SCE) regarding agricultural activities by comparing how specific questions arising in this context must be dealt with under the Italian and Austrian legal systems. In this regard, Council Regulation (EC) No. 1435/2003, of 22 July 2003, on the Statute for a European Cooperative Society (SCE), is used as a tool for the structured analysis of various aspects of agricultural cooperatives. However, a comparison is only meaningful if the results are made comparable on the basis of a previously defined standard. Accordingly, the study uses, on one hand, a cooperative model developed by European legal scholars that defines general guidelines on how cooperatives should function (PECOL). On the other, the results are presented in connection with economic considerations to discuss how efficient rules can be developed.

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
