The upgraded, more compact, mobilisation system, together with the new powers of the General Staff, exercised through the NTSUO RF and its expanding territorial network, mean that Russia is now more ready for war, if it should come, than at any time since the depths of the Cold War. The resource costs of the system are probably substantial, but clearly considered by the country’s leadership to be a burden worth bearing in the interests of national security. Shrouded in almost total secrecy, the system is developed and maintained without any question of democratic accountability, usually by presidential edicts and government decrees, generally subject to classification. Having lived through more than two decades with relatively ill-equipped armed forces, now being modernised under an ambitious state armament programme, it is perhaps not surprising that Russia’s leadership should be prioritising an ability to respond rapidly and effectively to any possible armed attack, hoping to deter military action by the certainty of a rapid, concerted response by not only the country’s armed forces, but also by institutions of government, economic agents and society as a whole, at both the federal and territorial levels. The state of mobilisation readiness must now be considered seriously when making any assessment of present-day Russia’s military capability.

Military affairs have been affected by major changes in recent years. The bipolar world of two superpowers has gone. The Cold War and the global military confrontation that accompanied it have ended. This book focuses upon the secret agricultural biological warfare programme codenamed Ekologiya – which was pursued by the Soviet Union from 1958 through to the collapse of the USSR in 1991. It was the largest offensive agricultural biowarfare project the world has ever seen and Soviet anti-crop and anti-livestock weapons had the capability to inflict enormous damage on Western agriculture. Beginning in the early 1970s, there was a new focus within the Soviet agricultural biowarfare programme on molecular biology and the development of genetically modified agents. A key characteristic of the Ekologiya project was the creation of mobilization production facilities. These ostensibly civil manufacturing plants incorporated capacity for production of biowarfare agents in wartime emergency. During the 1990s-2000s, the counter-proliferation efforts undertaken by the US and UK played a major role in preventing the transfer of Ekologiya scientists, technologies and pathogens to Iran and other countries of potential proliferation concern. Anthony Rimmington is a former Senior Research Fellow at Birmingham University’s Centre for Russian, European and Eurasian Studies, UK.
