The study aimed at investigating the factors influencing Information Communications Technology (ICT) utilization in Uganda District Local Governments using Mityana District as a case. The study followed a cross sectional design using both qualitative and quantitative approaches. Quantitative data was collected using self administered questionnaires and qualitative data was collected using interview guide, review of documents and general observations of the status of district ICT operations. Data was analyzed using: descriptive statistics, Pearson Product Moment Correlation and multiple regression analysis to establish causal influence of factors on ICT utilization. The major finding of this study was that organizational support systems, ICT infrastructure and users' perceptions had a strong relationship with ICT utilization. Multiple regression analysis revealed that only user perceptions and organizational support had a significant influence on ICT utilization. Recommendations made are that government should formulate and disseminate policies to District local governments to regulate ICT digital divides, address strategies to change users' negative perceptions and offer support.

Governments worldwide are increasingly recognizing the need to facilitate access to public services to their citizens and business through information exchange using Information and Communications Technologies. The study was conducted in Local Governments' in Uganda where a total of 65 respondents out of a total of 69 representing 94.2% response rate was realised after administering the study instruments over a period of six (6) months. Those Local Governments that had benefitted greatly from the Uganda Governments' ICT Infrastructure Development Project were purposively selected. Data was analyzed using different statistical techniques which included descriptive statistics mainly mean and standard deviation, Pearson Product Moment Correlation Coefficient to establish the relationships between variables and Multiple Regression analysis to establish the effect of factors on ICT utilization. At bivariate level, organizational support systems, ICT infrastructure and users' perceptions had a strong relationship with ICT utilization. Multiple regression analysis revealed that only user perceptions and organizational support had a significant positive effect on ICT utilization. Recommendations are that the Government should formulate and disseminate policies to Local Governments to regulate ICT digital divides, address strategies to change users' negative perception towards ICT utilisation and offer support to Local Government administrators to enhance ICT utilization. Further research may consider areas such as taking a comparative study to assess views from at least one or two Local Governments in Sub-Saharan Africa preferably in the East African region.

As a result of this, a large and rapidly growing number of individual systems are employed for government-to-government (G2G) business across local and state levels. Furthermore, this multiplicity of systems of often said to be a significant impediment to effective work. Additionally, it is also a strain from the financial perspective since many systems need their own software, hardware, office space, security, as well as business rules (Stenberg & Austin 2007) (Kim & Bretschneider 2006). Therefore, in order to enable smooth performance of business functions on every system, local government personnel and officials are required to sign in and sign out when they use each system, demanding several log ins and passwords. Typically, data which is entered into one system cannot be used by other systems. Enormous number of duplicate requests for information are made and granted as independent individual organizations reply to uncoordinated requirements and requests, thereby posing a significant burden on the functioning and work processes of both local governments and state agencies and implies higher than required costs of every individual (Augustsan 2001). As a solution to this bottleneck, the New York State-Local Internet Gateway Prototype was developed for testing an alternative strategy to this present way of working. The main objective of this Prototype was to determine, demonstrate, and measure the key factors that are associated with a single point of contact to enable G2G work amongst local and state governments.
