"Under the Conservation of Terrestrial Communities Subcommittee of the Canadian Committee for the International Biological Programme (IBP-CT), ten Regional Advisory Panels were formed. Two northern Panels, Arctic (Panel 9) and Subarctic (Panel 10), were formed in 1969 with a membership of volunteer scientists and interested persons from universities, Federal and Territorial agencies, industry, and the general public. An Associate Committee on Ecological Reserves, National Research Council, is providing administrative follow-up to IBP-CT now that the latter international programme has ended. The goals of the Arctic and Subarctic Panels in the Yukon and Northwest Territories were: 1) to locate and describe representative and unique examples of natural arctic and subarctic ecosystems in cooperation with local residents, industry, and the Federal, Northwest Territories, and Yukon Governments; 2) to demonstrate the biological value of each potential site; 3) to aid the Territorial and Federal Governments in developing guidelines for management and recognition of these areas as Ecological Sites. As a result of work by scientists and others knowledgeable about northern ecosystems, the Arctic and Subarctic Panels have identified areas in the Yukon and Northwest Territories that the Panels believe should be designated as Ecological Sites. Some of the sites were selected because of unique features; others were chosen to be representative of major ecosystems.
