Irregular migration has emerged as an issue of intensive political debate and governmental practice over recent years. Critically intervening in debates around the governing of irregular migration, The Contested Politics of Mobility explores the politics of mobility through what is defined as an ‘analytic of irregularity’. It brings together authors who address issues of mobility and irregularity from a range of distinct perspectives, to focus on the politics of control as well as the politics of migration. The volume develops an account of irregularity as a produced, ambivalent and contested socio-political condition, showing how this is activated through wide-ranging ‘borderzones’ that pull between migration and control. Covering cases from across contemporary North America and Europe and examining a range of control mechanisms, such as biometrics, deportation and workplace raiding, the volume refuses the term ‘illegal’ to describe movements of people across borders. The last decade has witnessed a global explosion of immigrant protests, political mobilizations by irregular migrants and pro-migrant activists. This volume considers the implications of these struggles for critical understandings of citizenship and borders. Citizenship presents two faces. Within a political community it stands for inclusion and universalism, but to outsiders, citizenship means exclusion. Because these aspects of citizenship appear spatially and jurisdictionally separate, they are usually regarded as complementary. In fact, the inclusionary and exclusionary dimensions of citizenship dramatically collide within the territory of the nation-state, creating multiple contradictions when it comes to the class of people the law calls aliens--transnational migrants with a status short of full citizenship. Examining alienage and alienage law in all of its complexities, The Citizen and the Alien explores the dilemmas of inclusion and exclusion inherent in the practices and institutions of citizenship in liberal democratic societies, especially the United States. In doing so, it offers an important new perspective on the changing meaning of citizenship in a world of highly porous borders and increasing transmigration. As a particular form of noncitizenship, alienage represents a powerful lens through which to examine the meaning of citizenship itself, argues Linda Bosniak.
