"For the purpose of giving better and faster transportation to the Sunset District of San Francisco an extension of the Municipal railway was asked for by the residents of that district. In 1922 a preliminary study was made and the Duboce Avenue Route was selected by the City Engineer. This route made necessary the construction of a tunnel under Buena Vista Park. Plans and specifications were drawn up and the cost estimated. An assessment district was formed and after proper legislation a contract was let to the Youdall Construction Company for the construction of the "Sunset Tunnel"; the bid price being $1,247,592. The contract was awarded May 10, 1926, signed by Leonard F. Youdall and H. G. Glifford (Youdall Construction Co.) May 18, 1926, and by the City Officials (Reardon, Stanton and Meyer) of the Board of Public Works on May 24. 1926 ... The time allowed for construction was 450 days or to August 17, 1927, without extensions of time which were provided for. Work was officially started June 10, 1926. The opening ceremony was presided over by Mayor Rolph, with the Supervisors, Board of Public Works, and various Improvement Clubs represented. Due to unforeseeen difficulties work was not completed on time and three extensions, ninety, forty-five and sixty days respectively, were granted the Contractor. With the exception of few small items which the Contractor arranged to have done by Eaton & Smith, Contractors for the track laying, work was completed February 4, 1928. The actual time of construction was 605 days."--Page 8.
