This report continues the California Postsecondary Education Commission's ongoing examination of the nexus between postsecondary education and workforce development, focusing on the projected needs for skills and knowledge in a 21st century global economy. This is the second in a series of policy briefs developed for that project. The first brief provided an overview of the historical context surrounding the issue. In December 2007, the California Postsecondary Education adopted the last in an initial series of reports on the nexus between postsecondary education and workforce development by requesting staff to return with plans and priorities to pursue implementation of ten general policy options, grouped into three categories. One option is already being moved forward: Pursuing the improved state-level collaboration toward which legislation AB 365 (Postsecondary education: Task Force on State Workforce Needs: California Community Colleges Economic and Workforce Development Program) was targeted. Several options may be relatively low on the state's policy "radar screen," but provide opportunities for Commission initiatives. In priority order, these options include: (1) Compiling and disseminating "Best Practices"; (2) Aligning system and campus research and planning; (3) Increasing focus on Career development; and (4) Better articulating the role of postsecondary general education. Finally, about half of the recommended policy options are now being pursued by postsecondary education stakeholders and others in the state; these should be monitored and supported rather than prioritized for immediate Commission action, especially in light of limited resources. These options include: (1) Improving and linking data; (2) Encouraging regional strategies; (3) Improving alignment with K-12 education; (4) Strengthening career technical education; and (5) Securing adequate resources.

This working paper serves as a preview of the second in a series of four policy briefs that will explore the nexus between postsecondary education and workforce development. The completed policy brief will focus on a number of questions about California's workforce and examine economic and workforce trends in California, including projected occupational growth and the level of education needed for entry into various occupations. This policy brief will be followed by a third paper exploring what the postsecondary education systems are doing to address the state's workforce needs. The fourth and final policy brief will examine implications for education and future workforce needs. The Workforce Nexus Technical Advisory Committee (TAC) met on August 2, 2006, to discuss staff recommendations for a framework for the second policy brief and to help identify data sources. In attendance were representatives from the California Workforce Investment Board, the California Workforce Association, the U.S. Bureau of Labor Statistics, the California Department of Rehabilitation, the California Department of Education, the National Association of Women Business Owners, the University of California, the California Community Colleges, and the Association of Independent California Colleges & Universities. Based on discussions at the TAC meeting, the framework for the Second Policy Brief will focus on the following five aspects: (1) California Workforce Trends and Changes; (2) Sets of Skills; (3) Training in the Workforce; (4) Population Fluctuations; and (5) National Workforce Trends.
