Given the significant investment HUD has made in transitional housing (TH) programs since enactment of the McKinney-Vento Homeless Assist. Act, it is important to evaluate the effectiveness of these programs. TH has been an important element of HUD¿s efforts to respond to the housing needs of homeless families and individuals through a continuum of care. This study examines whether TH makes a difference in the lives of the families it serves and whether it is more effective for some homeless people than others. This study follows 179 families in 36 TH programs within five communities for one year after leaving the program. TH programs, and certain characteristics of the programs, were found to be associated with positive outcomes. Illustrations.

Chronic homelessness is a highly complex social problem of national importance. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

In a globalising world, many mature economies share post-growth characteristics such as low economic growth, low fertility, declining and ageing of the population and increasing social stratification. Japan stands at the forefront of such social change in the East Asian region as well as in the Global North. It is in this context of ‘post-growth society’ that housing issues are examined, using the experiences of Japan at the leading edge of social transition in the region. The post-war housing system was developed during the golden age of economy and welfare, when upward social trajectories such as increasing population, high-speed economic growth with rising real incomes, housing construction driven by high demands, increasing rates of home ownership supported by generous government subsidies generated new housing opportunities and accompanying issues. As we have entered the post-growth phase of socio-economic development, however, it requires a re-examination of such structure, policy and debates. This volume explores what roles housing plays in the reorganisation and reconstruction of economic processes, social policy development, ideology and identity, and intergenerational relations. The volume offers a greater understanding of the characteristics of post-growth society – changing demography, economy and society – in relation to housing. It considers how a definitive shift to the post-growth period has produced new housing issues including risks as well as opportunities. Through analysis of the impact on five different areas: post-crisis economy, urban and regional variations, young adults and housing pathways, fertility and housing, and ageing and housing wealth, the authors use policy and institutions as overarching analytical tools to examine the contemporary housing issues in a post-growth context. The book explores both theoretically and empirically the impacts of housing reforms on housing provision in the context of the transition from a centrally-planned to a market-based economy. Fifteen years after the overthrow of state socialism housing policy has lost its privileged status of a political priority as most politically emb- ded systems had favoured market-based solutions to housing problems. This dep- ture from state controlled housing policies with the aim of providing a dwelling for every family is significant, particularly in some post-socialist countries where no new housing policy has emerged. The transition process, embedded in the paradigm shift from central planning to markets, has triggered off turbulence and adjustments with tangible outcomes in post-socialist housing systems. What has changed and what new housing systems have emerged during this dramatic ‘transition to markets and democracy’? Are these systems more efficient and equitable? These questions are the main focus of the book with an emphasis on diversity and change in housing reforms. The book supports the hypothesis that notions of convergence are not really appropriate to the conceptualisation of post-socialist housing systems. It argues that different housing policy choices are going to map out increasingly divergent s- nario for future development.
