Household and Class Relations offers an adept and multifaceted look at modern peasant family relation- ships. With the perspectives of an anthropologist and sociologist as well as those of an economist, Deere brings a fresh approach to the classic question: how do households continue to exist as units of production and reproduction in the face of their growing proletarianization and impoverishment? She draws upon rich life histories as well as archival and survey research to provide a regional history of the northern Peruvian highland province of Cajamarca since the turn of the century. Beginning with an examination of the hacienda system in the first four decades of this century, Household and Class Relations goes on to probe the development of agrarian capitalism in the postwar period and the peasant economy of the 1970s. With this background firmly in place, Household and Class Relations then distinguishes itself through attention to the interaction between class and gender. Deere argues that the subordination of women has had high costs for the well-being of rural households, exacerbating peasant poverty. Further, she shows how peasant households have adopted a strategy of participating in multiple income generating activities in order to survive. Breaking new ground, her study examines how gender relations interact with class relations to explain social differentiation among peasants. Between 3500 and 500 bc, the social landscape of ancient Mesoamerica was completely transformed. Assets are an important means of coping with adverse events in developing countries but the role of gendered ownership is not yet fully understood. This paper investigates changes in assets owned by the household head, his spouse, or jointly by both of them in response to shocks in rural agricultural households in Bangladesh with the help of detailed household survey panel data. Land is owned mostly by men, who are wealthier than their spouses with respect to almost all types of assets, but relative ownership varies by type of asset. Controlling for unobserved heterogeneity across households and looking at changes within, rather than between, households, we find that weather shocks such as cyclones adversely affect the asset holdings of household heads in general, while predicted external events lead to assets of both spouses being drawn down. The results, furthermore, suggest that jointly owned assets are not sold in response to shocks, either due to these assets being actively protected or due to the difficulty of agreeing on this coping strategy, and that women’s asset holdings and associated coping strategies are shaped by their lower involvement in agriculture.

This interdisciplinary study applies human rights theory to the problems of rural poverty in the Third World. Considering the interdependence of minimal food and health security with minimal assurance of basic freedoms, political scientist Alan G. Smith traces the linkage to the need of the food-insecure to seek clientelistic dependencies on better-off neighbors—relationships that often operate to restrict freedom of choice. In contrast to conventional rural development aid, which can introduce new client dependency if pursued alone, Smith stresses the need to find other forms of aid that would provide the option of assured minimal survival while avoiding the constraints imposed by dependency. Arguing for bolstering bottom-up human rights momentum, he suggests the transfer of appropriate tools into the hands of the target group. Recipients would make use of them to enhance autonomous food-crop production, thereby making client dependency a matter of choice rather than necessity. Smith illustrates the Third World predicament of food insecurity leading to infringement of rights by drawing together empirical evidence from Bangladesh, Botswana, and Tanzania. He further argues that respect for human rights involves a duty on the part of advantaged nations to address the Third World predicament with practical measures fully consistent with human rights, and for each of these three country cases, Smith recommends direct locally specific minimalist aid. His model, its practical illustration, and recommendations should be valuable to academics and students in the fields of rural sociology, anthropology, and political science—especially those focusing on human rights, poverty, and Third World development—as well as bureaucrats and consultants in the development aid field.
