Modern slavery encompasses human trafficking, slavery, forced labour and domestic servitude. In 2012, the International Labour Organization estimated that there were 21 million victims of forced labour across the world. Our current understanding of the exact scale of the problem is limited. The only systematic means we have for collecting data is the National Referral Mechanism (NRM) to which potential victims of modern slavery are referred. 1,186 potential victims of modern slavery were referred in 2012 - a 25 per cent increase on the previous year. The Government will go forward in three ways: through legislation in this Parliament; through non-legislative action across the country; and through upstream work in source countries. The draft Modern Slavery Bill will: consolidate and simplify existing slavery and trafficking offences; increase the maximum sentence available to life imprisonment; introduce civil orders to restrict the activity of those who pose a risk and those convicted of slavery and trafficking offences; create a new Anti-Slavery Commissioner role to galvanise law enforcement's efforts to tackle modern slavery; and establish a legal duty to report potential victims of trafficking to the National Crime Agency (NCA). The Rt Hon Frank Field MP was invited to run a number of evidence sessions to gather information and views from a wide range of experts. His recommendations will be fully considered as the Bill and action plan are developed. The action plan will also set out how we will improve law enforcement action in source countries, and take steps towards scaling up reintegration programmes

Care and support affects a large number of people: eight out of 10 people aged 65 will need some care and support in their later years; some people have impairments from birth or develop them during their working life; some 5 million people care for a friend or relative, some for more than 50 hours a week. The current system does not offer enough support until a crisis point is reached, the quality of care is variable and inconsistent, and the growing and ageing population is only going to increase the pressure. Consequently, two core principles lie at the heart of this White Paper. The first is that individuals, communities and Government should do everything possible to prevent, postpone and minimise people's need for formal care and support. The system should be built around the promotion of people's independence and well-being. The second principle is that people should be in control of their own care and support, with personal budgets and direct payments, backed by clear, comparable information and advice that will allow individuals and their carers to make the choices that are right for them. This paper sets out the principles and approach, with sections covering: strengthening support within communities; housing; better information and advice; assessment, eligibility and portability for people who use care services; carers' support; defining high-quality care; improving quality; keeping people safe; a better local care market; workforce; personalised care and support; integration and joined-up care.

The impetus for this review concerns questions about the tax arrangements of senior public sector appointees. Findings have revealed a lack of transparency around such tax arrangements, with over 2400 staff identified as off the regular payroll engagements who are employed by central government departments and their associated bodies. About 85% are engaged for longer than six months. Although such arrangements maybe appropriate, it is not absolutely clear to the employer whether a particular individual is paying the right amount of tax and National Insurance in relation to their role. To ensure future tax transparency in this regard, the review has set out a three pronged approach: (i) The most senior staff to be on the payroll; (ii) Employers to ensure that they have the right to seek assurance about the tax arrangements of long-term specialist contractors; (iii) Monitoring after one year, with sanctions applied to Government departments that have not complied with these recommendations.

The differences between alcohol, food, gambling, and tobacco as consumer products are obvious. Yet research suggests that there are underlying similarities in the way that food, alcohol, and gambling industries are replicating the tobacco industry's strategy of attempting to influence and determine public health policy. Impact of Market Forces on Addictive Substances and Behaviours examines the 'web of influence' formed by industries which manufacture and sell addictive products and trade associations and policy intermediaries such as lobbyists and think tanks in the EU. Using a new dataset on these corporate networks, it quantifies the strength of the connections between the actors in these webs, and uses this data to guide qualitative studies on the content of corporate strategy and, specifically, on corporations' attempts to 'capture' policy and three crucial ancillary domains: science, civil society, and the news and promotional media. The study draws on the structural data to outline the comprehensive engagement of industry with policy issues at the EU and the ways in which corporations and stakeholders attempt to influence policy in their favour. It concludes by asking what kinds of solutions might be possible to the evident public health challenges posed by the addictions web of influence, and proposes key reforms that have the best chance of minimising the impact of disease stemming from addictions in European countries. The report Workload Of The Court Of Justice Of The European Union: Follow-Up Report (HL 163) examines the progress towards adopting the recommendations set out in the paper The Workload Of The Court Of Justice Of The European Union. These recommendations were aimed at managing the heavy workload of the Court of Justice of the European Union (CJEU). Since the original report was published, the CJEU has undertaken some reforms to try to reduce the backlog of cases of the Court of Justice (CJ).
