Abstract: The homeless elderly are a largely neglected population among service providers and policy makers. Homeless older adults are a vulnerable population with a complex set of needs that often go overlooked in emergency shelters. Many seniors are forced to compete with other homeless populations to secure overnight housing and supportive services. The purpose of this project was to write a grant to fund a shelter program that would create a safe haven for the homeless elderly. The shelter program would provide a safe and stable place for the intensive coordination of services, which would be implemented by a multidisciplinary team. The goal of this program is to improve access to and expand services for homeless older adults. The New Image Emergency Shelter Program is the host agency. The selected funding source was the Archstone Foundation. The actual submission of the grant application was not a requirement for this thesis project.

The host agency for this project was the Downtown Women's Center, located in Skid Row. After researching potential funders, the Conrad N. Hilton Foundation was determined to be the most suitable funding source for this project. The actual application, submission, and funding of the grant were not required for this project.

Chronic homelessness is a highly complex social problem of national importance. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

"The population is aging, and the number of homeless older adults in Minnesota is growing. The increase of homeless older adults in Minnesota has led to a higher utilization of homeless shelters in Hennepin County. This study assesses the programs, services, and special accommodations in place at homeless shelters in Hennepin County to meet the needs of the older adult population. A face-to-face interview and a space assessment were created to assess the programs services, and special accommodations at local shelters. Research participants included five shelter workers. Combined, the five facilities serve 712 homeless individuals over the age of 18. The study concluded that Hennepin County homeless shelters offer a variety of programs and services. In addition, if a shelter is inadequately equipped to of meet the needs of a shelter guest, the data suggests that the shelter workers will refer the individual to a more appropriate setting. The data also concludes that there is room for improving current special accommodations made at the homeless shelters. The researcher made specific suggestions for improving programs, services, and special accommodations made in homeless shelters as well as recommendations to improve future studies on the topic of homlessness."--leaf 5.
