Striking toward peace and harmony the human being is ceasely torn apart in personal, social, national life by wars, feuds, inequities and intimate personal conflicts for which there seems to be no respite. Does the human condition in interaction with others imply a constant adversity? La vidéosurveillance fait désormais partie des outils utilisés dans les politiques sécuritaires. Les récentes évolutions techniques rendent son usage de plus en plus intrusif dans la vie privée mais aussi dans l'espace public. Cet ouvrage explore une dimension encore inédite de la vidéosurveillance. Elle réside dans le caractère automatique de la détection des « comportements anormaux » dans l'espace public. L'anormalité est un enjeu fondamental dans la définition de la citoyenneté, en établissant une frontière entre ce qui est jugé acceptable et ce qui doit être réprimé. Or, des projets de recherches appliqués récents tentent de coupler l'usage de la vidéosurveillance avec une évaluation automatique de l'anormalité. Désormais, les algorithmes contribuent à définir ces comportements anormaux et donc, dessinent les figures de l’anormal. L’automaticité modifie considérablement les capacités d’appréciation de la normalité, jusqu’ici de la compétence du juge et des pouvoirs publics. La convergence des techniques (vidéo, base de données informatiques...) contribue à modifier profondément les frontières de l’espace public et, par conséquent, de l’espace démocratique. L’ouvrage présente les débats interdisciplinaires qui ont eu lieu à l’occasion d’une application technique actuellement en cours. S’interroger sur ce qu’est un comportement anormal permet de rappeler les modalités d’élaboration de la normalité dans une démocratie.

Most human action has a technical dimension. This book examines four components of this technical dimension. First, in all actions, various individual, organizational or institutional agents combine actional capabilities with tools, institutions, infrastructure and other elements by means of which they act. Second, the deployment of capabilities and means is permeated by ethical aspirations and hesitancies. Third, all domains of action are affected by these ethical dilemmas. Fourth, the dimensions of the technicity of action are typical of human life in general, and not just a regional or culturally specific phenomenon. In this study, an interdisciplinary approach is adopted to encompass the broad anthropological scope of this study and combine this bigger picture with detailed attention to the socio-historical particularities of action as it plays out in different contexts. Hermeneutics (the philosophical inquiry into the human phenomena of meaning, understanding and interpretation) and social science (as the study of all human affairs) are the two main disciplinary orientations of this book. This study clarifies the technical dimension of the entire spectrum of human action ranging from daily routine to the extreme of violent protest.
