This Environmental Monitoring Plan (EMP) provides the mechanism to evaluate the integrated coal combustion/emission control system being demonstrated by the Healy Clean Coal Project (HCCP) as part-of the third solicitation of the US Department of Energy (DOE) Clean Coal Technology Demonstration Program (CCT-III). The EMP monitoring is intended to satisfy two objectives: (1) to develop the information base necessary for identification, assessment, and mitigation of potential environmental problems arising from replication of the technology and (2) to identify and quantify project-specific and site-specific environmental impacts predicted in the National Environmental Policy Act (NEPA) documents (Environmental Impact Statement and Record of Decision). The EMP contains a description of the background and history of development of the project technologies and defines the processes that will take place in the combustion and spray dryer absorber systems, including the formation of flash-calcined material (FCM) and its use in sulfur dioxide (SO2) removal from the flue gases. It also contains a description of the existing environmental resources of the project area. The EMP includes two types of environmental monitoring that are to be used to demonstrate the technologies of the HCCP: compliance monitoring and supplemental monitoring. Compliance monitoring activities include air emissions, wastewater effluents, and visibility. Monitoring of these resources provide the data necessary to demonstrate that the power plant can operate under the required state and federal statutes, regulations, and permit requirements.
