There is a direct link between unhealthy command climates and mission failure. The military’s problem with sexual harassment and sexual assault is proof that too many small units have unhealthy command climates. This report addresses accountability, climate and culture, prevention, and support and care of victims. These pillars are equally important—and therefore interdependent—in stopping sexual harassment and sexual assault in the military. Each must receive constant attention by commanders and enlisted leaders. Focusing on these issues cannot be seen by leaders as a distraction from the warfighting mission; indeed, if the military is to succeed in that mission, it cannot fail to address sexual harassment and sexual assault. This book analyzes the harms related to whistleblower retaliation, its psychosocial impacts on employees, and the institutional dysfunction it creates and perpetuates. Stigma and biases against whistleblowers interfere with their ability to make protected disclosures when harm to others is at stake. Retaliatory toxic tactics create an atmosphere and corporate culture that embodies fear and encourages bystander behavior. In this book, the authors explore psychosocial impacts across domains that include financial, legal, social, physical, and emotional well-being. Ten of the 14 chapters specifically examine the toxic tactics of retaliation: gaslighting, mobbing, marginalizing, shunning, devaluing, double-binding, career blocking, counter-accusing, bullying, and doxxing. These toxic tactics are the building blocks of workplace traumatic stress (WTS) and can lead to posttraumatic stress disorder (PTSD), depression, substance abuse, and suicide. This book provides a chronology of the 68th Nebraska Symposium on Motivation, which is focused on contemporary research knowledge about sexual violence and alcohol use. This book is more specific to dating and intimate partner sexual violence in young adult populations. The target audience is researchers, prevention agencies and policymakers within academia and military settings. Alcohol use has long been recognized as a major contributor to sexual assault, with an estimated 50% of sexual assaults in the U.S. involving drinking by the victim, perpetrator, or both. Beyond the usual harmful effects, alcohol-involved assaults are associated with unique sequelae for female victims, including increased self-blame, stigma, and greater alcohol use to cope. Moreover, heavier drinking on the part of the perpetrator is associated with more serious incidents of assault (e.g., involving physical force) that result in more severe outcomes for victims. The purpose of this Symposium on Motivation is to bring together a group of experts in the areas of alcohol and sexual aggression to articulate the causes, consequences, and mechanisms of alcohol-involved sexual assault. The authors compared civilian and DoD guidelines for care and found them to be generally consistent. However, little is known about the fidelity with which DoD recommendations are implemented.
