The authors underscore the enormous payoff in targeting potential serious, violent, and chronic juvenile offenders at the earliest opportunity and provide a framework for evidence-informed state juvenile justice systems: the Comprehensive Strategy for Serious, Violent, and Chronic Juvenile Offenders.
