The International IDEA Handbook on Democracy Assessment is a robust and sensitive guide to assessing the quality of democracy and human rights in any country around the world. The Handbook introduces an easy-to-use and universal methodology for assessing the condition of democracy in any country, or its progress in democratisation, that has been developed in a three-year action programme at IDEA, the inter-governmental Institute for Democracy and Electoral Assistance in Sweden. The Handbook provides a means to measure systematically the full range of values, institutions and issues relating to modern democracy that is sensitive to the underlying principles and democracy and the differences between democracies themselves. It is therefore both universal in application and capable of responding to particular aspects of any one nation's democratic arrangements. The animating principle of the Handbook is that only citizens of a nation themselves are qualified to assess the quality of their own democratic arrangements. Thus, it provides a self-help guide, which gives academics, lawyers, political practitioners, journalists and interested citizens the tools to assess the state of their democracy, or any key aspects of their democracy. The Handbook is above all a practical working document that draws on the actual experience of assessing democracy in different countries, comparative knowledge and research, and democratic principles and practice. It gives a step-by-step guide to the purposes and methods of democracy assessment; who to involve; how to use the research tools; how to validate the findings; what standards of practice to adopt; and how to present and publicise a finished assessment. It contains extracts from completed assessments, guidance on the use of qualitative and quantitative data, examples of codes of democratic practice and international and regional standards, and a vast list of accessible data sources. The methodology was created by a team of political scientists assembled from all regions of the world by International IDEA and has been tried and tested in a variety of countries, including Bangladesh, El Salvador, Italy, Kenya, Malawi, New Zealand, Peru, South Korea and the United Kingdom. International organisations like the World Bank and UNECA are adapting it for in-country use. The four main authors and editors have been directly involved from the inception of the project - in developing and refining the methodology and participating in and advising on the nine country studies that form the essential practical core of experience on which this invaluable Handbook is based.

International media assistance is a small but important form of international democracy-promotion aid. Media assistance boomed after the 1989 transitions in Central Europe, but now flows to virtually all regions of the world. Today the media assistance industry is focused on the problem of sustainability: How are free and independent public affairs media supposed to maintain their editorial mission while facing hostile political systems or the demands of the consumer marketplace? Many media in developing countries have been or are grant-dependent. When grants are exhausted or withdrawn, media that were funded to further democratic consolidation typically wither and die. Some become mere grant chasers. Others abandon public service to the demands of market competition, or political patronage. As a result, governmental and non-governmental grant makers now emphasize the need for sustainability in considering grants in the media sector. Many grant recipients have grown frustrated, sometimes bitter, and have sought to take a much more active role in the way assistance programs are put together. Just how is sustainability to be achieved while also ensuring a public-service editorial mission? This book examines the substance of European Union (EU) democracy promotion by comparing it with norms of governance that other international actors promote, among them the United Nations, the United States, the Central and East European EU member states, Russia, China and non-governmental organizations. It aims is to gain a better understanding of the EU’s democracy promotion agenda and to learn more about the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. "The Transformation of Capacity in International Development" exposes the transformation of capacity within the development discourse through a discursive analysis of USAID projects in Afghanistan and Pakistan between 1977 and 2017. As development agendas increasingly call for human rights approaches to development and the foreign policies of donor states sound alarms over global security threats, capacity development has emerged as the solution to the complex problem of development. Through this examination of USAID’s attempts to build capacity in Afghanistan and Pakistan, the book exposes how Western notions of progress, constructed by institutions, government offcials, scholars and private sector actors, are obscured by the transformation of capacity. As agendas are translated into projects, they perpetuate historical relationships of global inequality that have corrupted and compete with indigenous models of governance. The Transformation of Capacity in International Development has implications for those considering the future of human rights–based approaches to development, the international management of global security threats and the sustainability of donor investments.
