This paper reviews the Progress Report for Guinea’s Poverty Reduction Strategy Paper (PRSP). Several measures were taken at the institutional, technical, and human levels to improve the mobilization of fiscal resources. In the monetary area, the government continued to use indirect instruments to control liquidity: reserve requirements, open market operations, treasury bills, and lead interest rates. In the area of transportation and public works, priority was given to road transport by opening up access to production areas, improving the conditions of passenger transport, and strengthening the competitiveness of the national economy.

The percentage of underweight children under age five has increased from 25.8 percent in 2005 to 26.1 percent in 2008, indicating a slight increase in malnutrition. The coverage of vaccination against measles for children under age one declined from 85.3 percent in 2007 to 65.4 percent in 2008. The number of health centers nationwide remains unsatisfactory despite a modest increase from 399 in 2007 to 410 in 2009.

This Poverty Reduction Strategy Paper (PRSP) highlights the progress report for Guinea. In order to strengthen the dynamics undertaken in the area of planning and implementing the poverty reduction strategy, with the support of its development partners, the government in September 2012 undertook the process of preparing its third PRSP, which covers 2013–2015. PRSP-3 implementation for the 2013 annual period registered disappointing results, explained by the unfavorable domestic as well as international context (political instability and falling commodities prices) and poor performance in growth sectors such as mining. Investments in infrastructures in support of growth increased substantially. Support and strengthening of the efforts made in this area will make it possible to ensure stable GDP growth rates of approximately 7.8 percent between 2013 and 2015. However, investments in the energy sector have yielded disappointing results as a result of the poor condition of the network, commercial management problems, and other factors.

This Joint Staff Advisory Note reviews progress in the implementation process of the National Poverty Reduction Strategy (NPRS) for Guinea-Bissau during July 2009–10. It is found that Guinea-Bissau has yielded significant results in the first NPRS, and authorities are taking effective measures for better results in the second NPRS.
