Colorado Department of Public Health and Environment worked with the Colorado Attorney General's Office in 2001 to adopt a master mutual aid agreement. A new State Board of Health rule adopted that same year required all of Colorado's 15 local health departments to participate. In subsequent years, most of Colorado's county nursing services have signed the agreement as well. Initially, data was collected in the form of a "Risk Analysis" as described in the course. Prepared with this information, a series of meetings were conducted with our US Armed Forces counterparts and surrounding Japanese community officials. Expanding from these meetings, a series of exercises were organized which encompassed multi-agency involvement in an EOC. Resulting from these exercises was a deep appreciation among the participants for incorporating an EOC into our various mutual aid agreements. Recommendations include: (1) Adoption of a Standard Operating Procedure (SOP), (2) Training which is conducted using the guidelines agreed upon in SOP, (3) Assembling an evaluation group to review the process and identify problems.
