Finance for Housing

Finance for Housing PDF Author: Davis, Cathy
Publisher: Policy Press
ISBN: 1447306503
Category : Political Science
Languages : en
Pages : 200

Book Description
The global financial crisis of 2007-08 was triggered by sub-prime mortgage mis-selling in the US and the global sale of these debts as new bonds. Austerity programmes are designed to reduce the borrowing that governments undertook to stabilise failing banking systems but the UK's Coalition government is using 'austerity' as a cover to dismantle the welfare state. Housing is at the forefront of these changes. Mortgages and rental costs are rising as 'the market' dictates them, while people with low incomes now receive substantially less financial help from the welfare state. In this much-needed text by an experienced author with a policy background, current housing finance issues (and their history) are linked with broader social policy and political themes. It covers the finance of building and refurbishment, managing and maintaining property for all the different tenures (owner occupation, council housing, housing association and private renting), and discusses whether current arrangements are sustainable. Written for housing, social policy and politics students and staff, it is also accessible to anyone concerned about housing in Britain today.

Reclaiming Local Democracy

Reclaiming Local Democracy PDF Author: Newman, Ines
Publisher: Policy Press
ISBN: 144731218X
Category : Political Science
Languages : en
Pages : 235

Book Description
Austerity has left local government struggling to meet the demands for local services. In this context, this book asks ‘what are the fundamental principles that should guide decision-making by local councillors and officers?’ It seeks to move the agenda from ‘what works?’ to ‘what should local government do?’ and ‘how will its policies impact on social justice and local democracy?'. Reclaiming local democracy examines the politics of human need and argues that local government should provide a voice for those that lack power. It avoids the dry, familiar debate about what structures and powers local government should have, instead seeking to energise all concerned to re-engage with a political and ethical approach. Written in a persuasive and accessible way, the book examines how local government can develop active citizens and make a difference to the well-being of those in disadvantaged areas – truly 'reclaiming local democracy'. Combining theory and international practice, it will be relevant for councillors, policy officers and activists in the third sector, as well as academics and students in politics and social policy.

The Single-tier State Pension

The Single-tier State Pension PDF Author: Great Britain: Parliament: House of Commons: Work and Pensions Committee
Publisher: The Stationery Office
ISBN: 9780215055552
Category : Social Science
Languages : en
Pages : 168

Book Description
This report welcomes the improvements in retirement income that the new Single-tier State Pension will bring. However, the key to the policy's successful implementation lies in the Government informing the public as soon as possible about how it will affect individuals. The Committee criticises the Government for hampering its scrutiny of the proposals. The Government not only imposed an extremely tight timetable, but brought forward the implementation date by a year, after the Committee had completed taking evidence. The Committee says that the Government must work with them to ensure the transition is as smooth as possible and that Defined Benefit pension schemes do not suffer as a result. The Government should also develop and publish a clear explanation of how means-tested support, including passported benefits, will operate under the Single-tier Pension, and the transitional protection that will be put in place. Many women born between 1952 and 1953 believed that they would suffer a double adverse effect on their State Pension income, arising from the increases in their State Pension Age combined with their ineligibility for the Single-tier Pension, if it was introduced in 2017 as set out in the White Paper. The Government should clarify the position. Some women did not build up their own NI record because they had an expectation that they would be able to rely on their husband's contributions to give them entitlement to a Basic State Pension. The Government should assess and publish the cost of allowing women in this position who are within 15 years of State Pension Age to retain this right

Budgeting for Local Governments and Communities

Budgeting for Local Governments and Communities PDF Author: Douglas Morgan
Publisher: Routledge
ISBN: 1317507282
Category : Political Science
Languages : en
Pages : 608

Book Description
Budgeting for Local Governments and Communities is designed as the primary textbook for a quarter or semester-long course in public budgeting and finance in an MPA programme. Many currently available texts for this course suffer from a combination of defects that include a focus on federal and state budgeting, a lack of a theoretical governance framework, an omission of important topics, and typically a lack of exercises and datasets for student use. Budgeting for Local Governments and Communities solves all of these problems. The book is exceptionally comprehensive and well written, and represents the efforts of veteran authors with both teaching and real-world experience. Key Features: Special Focus on Local Government Budgeting: focuses exclusively on budgeting at the local levels of American government, which are responsible for spending 40 percent of the taxes collected from citizens. Integration of Theory and Practice: teaching cases and chapters capture the "lessons learned" by professional practitioners who have extensive experience in making local public budgeting work on the ground. Polity Approach to Local Budgeting: presents an introduction to local budgeting as the central political activity that integrates the resources of the community into a unified whole. Budgeting is presented as governance work, rather than as a unique set of skills possessed by analysts and financial specialists. Legal, Historical, Economic and Moral Foundations of Local Government Budgeting: provides readers with an understanding of how the structures and processes of local budgeting systems are firmly tethered to the underlying core values, legal principles and historical development of the larger American federal, state and local political systems. Electronic Datasets and Budgeting Exercises: the text includes access to extensive electronic datasets and practice exercises that provide abundant opportunities for students to "learn through doing." Extensive Glossary and Bibliography: covers terms on the history and practice of local public budgeting.

Hungry Britain

Hungry Britain PDF Author: Hannah Lambie-Mumford
Publisher: Policy Press
ISBN: 1447328299
Category : Social Science
Languages : en
Pages : 192

Book Description
Examining the prolific growth of UK charitable emergency food provision over the past fifteen years, Hungry Britain uses the human right to food as a pathway to developing solutions to food poverty. Hannah Lambie-Mumford draws on data from the country's two largest charitable food providers to explore the effectiveness of this emerging system of food acquisition, its enduring sustainability, and, most importantly, where responsibility lies for ensuring that all people can realize their human right to food. She shows that the increasing tendency of charitable food providers to take responsibility for protecting people against food poverty occurs in tandem with significant cuts to the welfare state--cuts shaping both the need for and nature of emergency food provision. Arguing for a clear, rights-based framework, this book envisions a future where a range of actors--from the state to charities and the food industry--will be jointly accountable in combating food poverty.
