When dredged materials proposed for open-water placement are found to require isolation form the benthic environment due to the presence of contaminants, capping may he appropriate for consideration as a management action. This report is intended to provide technical guidance for evaluation of capping projects. From a technical perspective, this guidance is applicable to dredged material capping projects in ocean waters as well as inland and near-coastal waters. Subaqueous dredged material capping is the controlled, accurate placement of contaminated dredged material at an appropriately selected open-water placement site, followed by a covering or cap of suitable isolating material. A number of capping operations under a variety of placement conditions have been accomplished. Conventional placement equipment and techniques are frequently used for a capping project, but these practices must be controlled more precisely than for conventional placement. Level bottom capping (LBC) is defined as the placement of a contaminated material in a mounded configuration and the subsequent covering of the mound with clean sediment. Contained aquatic disposal is similar to LBC but with the additional provision of some form of lateral confinement (e.g., placement in natural bottom depressions, constructed subaqueous pits, or behind subaqueous berms) to minimize spread of the materials on the bottom.

In recent years the search for alternatives to expensive and limited upland containment areas for contaminated sediment has centered on in-water capped disposal. This interest was further reinforced when the convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (the London Dumping Convention) accepted the capping concept, subject to monitoring, as an appropriate technology for rapidly rendering harmless the contaminants of concern in dredged material. Subsequent detailed investigations (e.g., Brannon et al. 1985, O'Connor and O'Connor 1983) have confirmed that capping can be effective in chemically and biologically isolating contaminated dredged material from the overlying aquatic environment. However, in order to ensure this effectiveness, capping projects cannot be treated simply as a modification of conventional disposal practices. A capping project must be thought of as an engineered structure with design and construction requirements that must be met, verified, and maintained over the design life. This is not to say that traditional equipment and operational methods cannot be applied to capping contaminated materials. In fact, they have been used with good success. Technologies must, however, be applied in a systems context and with careful control and monitoring. (MM).

There has been considerable experience in the United States regarding level-bottom capping operations in the New England area and in New York Bight. These operations involve placement of contaminated sediments at open-water sites by bottom dumping from hopper dredges or barges, forming a mound on the bottom followed by placement of a cap of clean sediment. More recent US capping experiences involve hydraulic placement of highly contaminated sediments from a Superfund project in New Bedford, Massachusetts, in preexcavated subaqueous pits. These sediments were capped by hydraulically placing clean sediment using a submerged diffuser. Other recent innovations include controlled placement of materials in thin layers by pipeline and from barges, recently accomplished in Puget Sound. Results from these projects and planned demonstrations of other capping procedures will extend capping experience in the United States to a wide range of project conditions.
