The development of this policy guide was prompted by a variety of needs and issues in the field of adult education as related to adult students who have special learning needs. After many years of workshops and policy committee meetings, the resulting document reflects the growth in awareness for special needs students by both practitioners and administrators. The intent of this policy is to ensure that adult education programs throughout Illinois will offer appropriate services to all students. It is important for all Illinois Community College Board (ICCB) funded Adult Education and Family Literacy programs to have a plan in place to address serving the needs of students with learning disabilities. All ICCB Adult Education and Family Literacy programs will be held to the policy statements in these guidelines.
