The purpose of this project was to research long-range (parametric) cost estimation at the Colorado Department of Transportation (CDOT), utilizing AASHTO's Trns.port Cost Estimation and Decision Support software. Info Tech, Inc., analysis reviewed CDOT's current long-range estimation practices and identified revisions which would be needed to satisfactorily meet CDOT's future cost estimating requirements, i.e., in order to develop consistent and reliable cost estimates when little is known about a project. Both item and contract classifications utilized by CDOT in BAMS/DSS were revised to reflect more logical functional groupings. The new contract work type and item classification were used directly to develop an Interim Solution for Long-Range Cost Estimation that uses historical bid-based default prices. Info Tech analysts also researched Internet sources to identify the availability of major item cost data at the regional and national level, including data for multimodal project types.

In May 2000, the Colorado Department of Transportation (CDOT) requested a forensic study of a project located on I-24 north of Denver. The request was made because, within a year of the 1997 overlay, longitudinal cracking appeared in the surface. Transverse cracks were attributed to reflective cracking. However, the longitudinal cracks appeared to be surface initiated. In October 2000, a forensic team reviewed the project and established a sampling and testing plan to take cores from the roadway. Based on data analysis of the cores, the higher than expected in-place air voids, the low effective asphalt, and segregation within the mat, all contributed to the early cracking.

Documents the construction and performance of the research study which was initiated to address section 1038(d) of the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA). The project selected to demonstrate the crumb rubber process was located on Platt Canyon (SH 75) from Bowles to C470 in the Denver metropolitan area. The project was a low volume roadway and quantities of crumb rubber introduced into the mix were minimal. This was to reduce risk in terms of premature failure and Colorado's limited experience with crumb rubber. Because of this limited experience, the "dry" process was selected. The project contained four different mix designs. A mix containing 1% [20 lb/ton (10 kg/Mg)] crumb rubber, a mix containing 1 lb/ton (0.5 kg/Mg), a mix containing 3 lb/ton (1.5 kg/Mg) and a mix which contained no rubber were placed on the project.

Corrosion of reinforced concrete structures has been a significant problem for many state and transportation agencies since the application of deicing salts was introduced. Much research has been conducted to develop corrosion protection systems that can prolong the life span of reinforced concrete structures. The Colorado Department of Transportation (CDOT) has several routine and experimental measures to prevent corrosion of the rebar including epoxy-coated rebar, calcium nitrite admixture, organic corrosion inhibitors, a thick cover of quality concrete, and a waterproofing membrane covered by an asphalt overlay. An extensive literature review was performed to collect information on various corrosion protection systems that have been used in the U.S. and around the world. Current CDOT practices in terms of corrosion protection measures were reviewed. A draft inspection plan for Colorado's bridge structures was proposed.
