The summer 2004 Olympic Games will take place in Athens, Greece, where their success is a point of national pride. The Greek government is planning unprecedented security measures to deal with possible terrorist threats. Attacks by Al Qaeda or its allies in Europe and elsewhere has heightened the government's awareness of the potential for terrorism at the Olympics. Athens believes that it has effectively dismantled major domestic terrorist groups in recent years and is preparing mainly for external threats, although anarchists and anti-globalization groups may be disruptive as well. The Greek Ministry of Public Order is in charge of security and Greece has requested assistance from NATO and others, including the United States. The U.S. Government is taking its own steps to protect the U.S. Olympic team. This report will be updated if developments warrant. Security Games: Surveillance and Control at Mega-Events addresses the impact of mega-events – such as the Olympic Games and the World Cup – on wider practices of security and surveillance. "Mega-Events" pose peculiar and extensive security challenges. The overwhelming imperative is that "nothing should go wrong." There are, however, an almost infinite number of things that can "go wrong"; producing the perceived need for pre-emptive risk assessments, and an expanding range of security measures, including extensive forms and levels of surveillance. These measures are delivered by a "security/industrial complex" consisting of powerful transnational corporate, governmental and military actors, eager to showcase the latest technologies and prove that they can deliver "spectacular levels of security". Since the end of the Cold War the Alliance's transformation has erased doubts about its survival. NATO continues to adapt to new threat environments by expanding its mission scope to out-of-area operations and by assuming new security missions. For the 2004 Summer Olympics in Athens, Greece, the 11 September 2001 terrorist attacks against the United States and subsequent 11 March 2004 Madrid bombings in Spain complicated an already robust Greek security plan. Greece's extensive security planning, in addition to coordinating NATO support, highlighted the challenges and readiness requirements for the Alliance in the 21st century. Terrorist concerns, burden-sharing, recognition of Greek sovereignty, political limitations in deploying NATO's CBR Defense team and NRF utilization were all elements of the challenges faced in security preparation for the Games.
