Governor Proposes "Autopilot" Reductions in the Event of Future Shortfalls As announced in the Governor's State of the State address, the Governor proposes to amend the State Constitution to require across-the-board midyear spending reductions, among other changes, in the event of future midyear budget shortfalls. [...] Finally, the proposal would specify that in years when the budget allocates more than the minimum required by the spending guarantee, amounts over the guarantee would not become part of the "base" for calculating funding required in future years.
