"This study comprises an analysis of the Polish, Free French, and Dutch governments-in-exile during World War II. The author assesses the importance of strategic alignment and personal networks relating to United States recognition of those governments-in-exile. The conclusion is the more closely a government-in-exile aligned its strategic objectives to those of the United States, the greater success they had in both wartime and post-war state recognition. In addition, prewar and wartime networks appeared to have determined to a great extent the postwar status of the examined governments-in-exile. The results show that relationships are critical in international relations. By examining how these governments-in-exile succeeded and failed to achieve their strategic objectives, the author shows contemporary relevance to United States policies concerning displaced and emerging governments. The final section of the thesis includes a proposal for further study focusing on networked international politics (NIP) theory."--Abstract.

Democracy in Exile places Speier at the center of the influential and fascinating transatlantic network of policymakers, many of them German émigrés, who struggled with the tension between elite expertise and democratic politics.
