"The Junior Reserve Officers' Training Corps (JROTC) program serves more than 550,000 high school students each year, many of whom are at risk for failing academically or dropping out of school. Although these programs are widely distributed--programs operate in 50 states, four U.S. territories, and Department of Defense Education Activity schools--there has been recent congressional interest in whether the schools participating in JROTC programs are representative with respect to geographic area, with a special focus on whether rural areas are adequately represented. In response to these interests and motivations, this study had two primary objectives: Examine the representativeness of JROTC at the school level with respect to geography and demographics and determine how federal laws and policies affect starting and sustaining JROTC units. RAND researchers merged JROTC program data with public high school data from the National Center for Education Statistics Common Core of Data to analyze demographic and geographic representativeness at the school level. Service and school representatives were interviewed on such topics as benefits of JROTC for the students, challenges with JROTC-unit administration, and instructor hiring. The authors found that JROTC has strong representation among schools with demographically diverse populations. However, geographically, JROTC is underrepresented in rural areas and in about two-thirds of states. In Proving Patriotismo, the authors examine Latino military recruitment and question whether military service is perceived and functions as a vehicle by which Latinos in the United States can be accepted as first-class citizens and improve their economic station? This work provides the first empirical analysis of the poverty draft by asking over 1,800 Latino high school students in South Texas about their experiences with military recruitment. The authors then employ additional original interview data with high school faculty and administration to assess how the military seeks to attract Latino students. Veterans of the U.S. Armed Forces are also surveyed to understand their military experience and assess whether their service improved their acceptance as American and improved their post-service quality of life. The work concludes with an examination of national survey data where Latinos provide their views of the U.S. military and Latino military service. The result of this work is a complex picture where the intersection of poverty, ethnicity and patriotism demonstrates why the U.S. military targets a growing Latino population for recruitment and why Latinos in the United States seeking to improve their economic station and their acceptance as American are open to these overtures.

Breaking the War Habit provides an original consideration of the militarization of schools in the United States and explores the prolonged battle to prevent the military from infiltrating and influencing public education. Focused on the Junior Reserve Officer Training Corps (JROTC) in high schools and the Reserve Officer Training Corps (ROTC) in higher education, the authors expose the pervasive influence and economic leverage bestowed on the military as it recruits children and youth. Breaking the War Habit highlights those who have resisted the privileged status of the military and successfully challenged its position on campuses across the country. A “scrappy band of activists,” the Committee on Militarism in Education (CME) initiated this work following World War I, publicizing the rise of school militarism and its implications.
