"Existing Land Use Study: the purpose of this study is to provide a basis for determining the current population distribution and provide information for the land use plan, zoning ordinance, subdivision regulations and other development elements of the comprehensive plan for Long Beach. The study includes the condition of structures, the current use of each parcel of land and the land use development pattern of the community. The collected land use data are analyzed to bring forth land development problems and to determine the major factors influencing the future land use in Long Beach. Neighborhood Analysis: The purpose of the Neighborhood analysis is to show the existing conditions in each neighbor, to project possible growth areas in each neighborhood based upon population projections and to reflect those services which must be developed in each neighborhood to serve the existing population as well as future population in Long Beach. A determination has been made of the causes of existing blight. The recommendations developed in this report serve as a guide for clearance, rehabilitation and conservation of the land area in each neighborhood. Initial Housing Element: The purpose of the Initial Housing Element is to assist in the fulfillment of the goal of providing a decent home and living environment for every family in Long Beach. this report analyzes the existing housing problems, identifies the obstacles to solving housing problems and suggests a comprehensive, coordinated and continuing housing plan and program to achieve this goal"--Leaf [1].
